Samoan citizenship by descent depends on a parent’s status when the child was born
Families must establish parental citizenship and any qualifying residence history before requesting a passport.

Establish which parent can transmit citizenship
Samoa’s current citizenship guidance gives families with children born abroad an important distinction to check. A qualifying parent must have been Samoan when the child was born. Where that parent was themselves a citizen by descent, the ministry also requires at least three years of residence in Samoa by the time of the child’s birth; those years need not be continuous. This is a current explanation of existing guidance, not an announcement of a new citizenship scheme.
The Citizenship Services resource identifies the evidence: the applicant’s full birth certificate, proof of the parent’s citizenship and documents connecting any changed names. Passport entry and departure pages, school records or employment records can support the additional residence requirement. A family relationship alone does not answer the residence question. The published descent fee is SAT150, and applications can be lodged through a Samoan mission abroad or Immigration in Apia. The guidance reviewed does not supply a guaranteed citizenship decision date.
Obtain civil records from the correct authority
The Samoa Bureau of Statistics explains that births occurring overseas are registered in the country of birth, rather than registered as new Samoan births. Families should therefore obtain the child’s full record from that overseas authority while using the bureau for Samoan family records needed to establish the parental connection. A citizenship recognition application and civil birth registration serve different purposes.
The bureau’s frequently asked questions allow people in Samoa to request certificates in Apia or Salelologa using accurate names and dates. Someone requesting another person’s record needs proof of relationship or authorization and valid identification. Overseas applicants can use a Samoan consulate. The listed certificate charge is SAT15; overseas delivery takes longer than the usually same-day domestic service. The bureau says it does not accept online payments, bank transfers or credit cards for these services. Confirm consular payment and delivery arrangements before sending documents or money.
Prepare passport certification and child consent separately
Only Samoan citizens qualify for a Samoan passport. Immigration’s passport page and application form provide the next-stage checklist; recognition of citizenship should not be confused with possession of a travel document. The form calls for evidence of citizenship for applicants born abroad and supporting documents for legal names, including relevant parental certificates.
Applicants need two photographs, with one endorsed by the identity certifier. The form says that certifier must be a Samoan citizen, not an immediate relative, have known the applicant for at least three years and hold a listed position. For children under sixteen, the downloadable form asks for both parents’ or legal guardians’ written consent, whereas the webpage says either parent. Families should obtain Immigration’s instructions for their circumstances, particularly where only one signature is available, rather than assume the less demanding wording will be accepted.
Allow time for the travel document and entry arrangements
The passport service publishes standard new-passport charges of SAT200 for adults and SAT100 for children sixteen and under, with five working days indicated. Urgent charges are SAT240 and SAT140 respectively, with two working days indicated. These are passport processing indications, not the total time for obtaining civil records and citizenship recognition.
Immigration’s Border Services page confirms that travel documents are screened at ports. A family member travelling on a foreign passport without recognized Samoan citizenship or a temporary residence permit should check the visitor conditions: onward travel, accommodation, maintenance funds and the required passport validity. Citizenship paperwork awaiting a decision is not itself a passport or an admission guarantee. Use Border Services to check that separate journey while Immigration resolves status. Each family member’s position needs checking individually; an eligible child’s case should not be assumed to settle a parent’s travel arrangements. The border guidance also requires the visa or permit needed for the next destination after Samoa. Check that onward or transit authorization against the passport actually used for the journey, rather than a citizenship certificate expected later.
