Identify both the passport problem and your position in Morocco

A Senegalese citizen in Morocco returning home should distinguish a missing valid passport from their Moroccan stay record. Casablanca’s consulate separates a sauf-conduit for a missing valid travel document from the laissez-passer departure procedure. Its immigration guidance expressly says receiving the former does not dispense with the latter.

This guide describes existing procedures. A traveller with both a lost passport and an unresolved stay record should establish which applications are needed before relying on either document for departure.

Prepare the temporary travel-document request

The consulate’s Sauf-Conduit page covers Senegalese citizens travelling to Senegal without a valid passport, including loss or deterioration. It offers air, land and International Organization for Migration categories. The IOM category requires the organisation’s case information and note verbale; it is not simply an expedited option for an ordinary applicant.

The online form asks for personal and contact details and the reason for the request, with choices including loss, theft and expiry. Its supporting-document fields include the flight booking or reservation, passport or national identity evidence, birth extract, consular card, identity photograph and a sworn statement. Assemble the evidence that exists and ask how to handle a missing original identity document rather than uploading an unrelated substitute. The page publishes a 48-hour issuance period after online submission and presentation of originals; this should not be read as an unconditional guarantee for an incomplete case.

Use the separate air or land departure form where applicable

The Laissez-Passer page identifies its service as intended for Senegalese citizens who have been in Morocco for 90 days or more, lack a valid residence title and need to travel to Senegal. Its form distinguishes air and land routes. It asks for passport number and date of entry into Morocco as well as departure information. Those facts should match the traveller’s actual record, not a proposed new travel date entered in place of the original arrival.

For air travel, the form requests a Casablanca–Dakar ticket or reservation, passport and Moroccan entry stamp, with a consular-card field. For land travel, it asks for the intended date, itinerary through cities and transport method, alongside identity and entry evidence. The page does not establish the requirements of every transit country on a land route; confirm those separately before relying on the intended itinerary.

A consular submission does not regularise residence

Morocco’s Law 02-03, published in the official bulletin and reproduced in UNODC’s legislation collection, distinguishes residence documentation from short visits. Its Article 9 exempts foreigners staying for a maximum of 90 days with a regular travel document from applying for an immatriculation card. Article 8 otherwise describes the requirement to request the renewable card. That published framework explains why passport validity and duration of stay are separate questions.

The consulate’s online forms are a route for requesting its services. They do not establish that submitting a request extends a Moroccan stay, cancels an overstay consequence or authorises re-entry after returning to Senegal. This research did not establish the complete Moroccan exit assessment for an individual traveller. Resolve that with the relevant authorities rather than assuming that possession of a Senegalese temporary document settles every border requirement.

Confirm collection, charges and incomplete-file arrangements

The immigration guidance permits initial online filing, with PDF documents and JPEG photographs, followed by collection with originals. Incomplete files can be delayed and additional evidence requested.

No verified fee amount for these two services was established on the examined application pages. Ask the consulate which charge applies to each document and how to pay, including whether two separate assessments are needed. Its contact page lists 34 Avenue Idriss Slaoui, Quartier Anfa, Casablanca, telephone 05223-90043 and [email protected]. The published working hours are 9am–5pm Moroccan time; those hours do not establish a confirmed appointment or same-day receiving slot. No direct official clarification was obtained about a particular traveller’s papers, payment or departure.
