Identify the permit and the identity prerequisite
Sierra Leone’s Unified Permit portal tells applicants to register with the National Civil Registration Authority, obtain a National Identification Number and acquire an active non-national identity card before completing permit formalities. Foreign residents and employers should check that prerequisite before trying to finish an online file. This is a current procedural guide, not a claim that identity registration or the digital permit system was newly introduced in November.
The Immigration Department’s account published on 14 March 2026 says online processing replaced manual applications and renewals from 1 January 2026. The publication date and stated commencement are different. Existing residents should therefore use the designated digital route rather than rely on having submitted paper files in previous years. The account explains the channel change; it does not itself extend an existing permit or establish that every applicant qualifies for residence or work permission.
Complete NCRA registration in person and verify the record
NCRA’s civil-registration instructions cover citizens and non-citizens resident in Sierra Leone and state that registration is free. Registration must be completed in person, using identity evidence such as a passport or birth certificate. Officers record personal information, fingerprints and a photograph, and the applicant checks the entered details before confirmation. A receipt then carries the unique identification number. Use this registration resource to obtain the number needed for subsequent services.
The authority says registration is continuous and available at its Freetown and district offices. Someone without a number should resolve that step rather than enter another person’s number to pass an online field. For example, a passport holder whose surname differs from the civil-registration record should have the discrepancy examined before submitting a permit under inconsistent identities. The registration receipt establishes the identity record; it is not an approval to reside, study or undertake paid employment.
Distinguish the identity-card charge from free registration
NCRA’s separate e-identity-card guidance requires an assigned identification number before a card application. It distinguishes national, ECOWAS and non-national cards, and lists a non-national card for foreign residents subject to a diplomatic-waiver exception. The published schedule displays NLe2,000 for that card and an NLe5 application fee. Because this is existing guidance, confirm the currently applicable category and payable amount with NCRA rather than assuming every foreign national should purchase the same product.
The card procedure begins with a search of the registration record, followed by payment and processing. Applicants are told to retain receipts and messages and collect the card after notification. Diplomatic-waiver holders are exempted from the biometric-card payment in the guidance, while registration for a number remains mandatory. That distinction prevents a fee exemption from being misunderstood as an exemption from identification. Use the card page for the category and payment sequence, separately from the free registration instructions.
Submit the appropriate permit and retain separate evidence
The Unified Permit portal describes residence applications for foreign nationals residing, studying or investing for more than 90 days, and work applications for non-citizens intending to work, provide services or engage in gainful business. Its process allows selection of residence, work or both, followed by completion of the form, required uploads, payment and tracking. It identifies passport, employment-letter and photographic evidence as examples, not a complete checklist for every category. Use the live application’s requirements for the personal file.
The portal’s price tool varies by nationality, service, process and role, so no single permit fee can be inferred from an identity-card charge. Its displayed promotional processing claims do not establish a guaranteed decision date. The Immigration Department’s FAQ confirms the designated portal and warns against disclosing personal information to unverified intermediaries. Keep the NCRA record, card receipt and permit application reference distinct. The reviewed guidance does not establish an automatic extension while a file is pending; obtain instructions before the existing lawful stay or work permission expires.
