A boarding refusal may require action before rebooking
Singapore’s Immigration and Checkpoints Authority has operated No-Boarding Directives for airlines serving Changi and Seletar since 30 January 2026. This current guide examines the procedure introduced in ICA’s 28 November 2025 announcement; it does not describe a fresh November launch. The measure covers identified prohibited or undesirable travellers and people who fail entry requirements, including a required visa or a travel document with at least six months of validity.
Airlines receiving a directive must deny boarding. ICA may also require additional checks of a visa or SG Arrival Card before a traveller boards. The announcement gives a specific next step for someone denied boarding who still wants to travel: write through ICA’s Feedback Channel to seek entry approval before arranging another flight. Buying a different ticket does not address that instruction. The measure uses advance passenger information and is distinct from an airline deciding that a passenger has missed its own check-in deadline. Establish which issue occurred and retain the relevant notification when asking ICA to consider the case.
A visa remains separate from the permission granted at entry
ICA’s Visa Guidelines page lists travel-document countries and categories requiring a Singapore visa. It includes, among others, India, Pakistan and Bangladesh; applicants should use the full current list and any separate travel-document provisions rather than infer a rule solely from residence abroad. The visa is pre-entry permission to travel and seek admission, not an immigration pass or a guarantee of entry.
The same guidance directs applicants without the appropriate local contact to an authorised agent appointed by an overseas mission or the nearest Singapore mission. Visa applications are not accepted at immigration counters. For an illustrative traveller already approaching the departure airport, a missing required visa cannot be assumed to be solved simply by asking the officer at arrival. Check the document category, current visa requirements and the actual visa validity before departure. An arrival-card acknowledgement does not replace the visa, and neither document automatically overcomes a No-Boarding Directive or another unresolved entry restriction.
Submit the free arrival declaration within the correct window
The SG Arrival Card resource requires submission within three days including arrival day. It provides the official electronic service and MyICA application, and states that submission is free. ICA does not endorse commercial providers charging to submit the declaration. Use accurate identity, itinerary and health information and keep the acknowledgement sent to the declared email address. An official declaration should not depend on a third-party promise that a paid submission guarantees admission.
The page identifies exceptions, including travellers who transit without clearing immigration and specified residents crossing at Woodlands or Tuas. These are defined situations, not a general exemption for every frequent visitor or every person with a work connection to Singapore. A traveller who leaves the transit area and seeks entry must assess the arrival requirements for that situation. Where health information changes after filing, ICA directs use of the Update SGAC function. Check the current trip’s details rather than assume an acknowledgement from a previous journey applies indefinitely.
After entry, check the e-Pass for the departure deadline
ICA’s electronic Visit Pass retrieval guidance says arriving foreign visitors receive an e-Pass after clearing immigration, sent to the valid email address supplied with the arrival declaration. It contains the D/E number, permitted visit details and last day of stay. That record, rather than the visa’s overall validity period, establishes the visit granted. Permanent Residents and Long-Term Pass holders are not issued this visitor e-Pass on arrival.
If the email cannot be located, the official enquiry portal allows retrieval using the D/E number and passport information. The D/E number can also be found in the current arrival-card acknowledgement; where several declarations exist, use the one for this journey. The guidance provides an enquiry route for retrieval problems. Check the recorded deadline promptly, particularly where the intended return flight falls later than expected. No automatic extension or guaranteed approval follows from an intended itinerary. Use the correct official channel for an unresolved boarding restriction, entry-document question or visit-pass problem, since they arise at different stages.
