New applications and renewals have different changeover dates
Singapore’s Ministry of Manpower lists higher S Pass salaries for new applications from 1 January 2027: S$3,600, up from S$3,300, outside financial services, and S$4,000, up from S$3,800, in financial services. This follows the published timetable, rather than a new announcement today.
The minimum rises with age. Outside financial services, the new table reaches S$5,100 for applicants aged 45 or above; the financial-services table reaches S$5,650. Employers should use the S Pass Eligibility page’s age-specific table and Self-Assessment Tool, rather than apply the youngest candidate’s salary figure to every recruit.
The new renewal thresholds apply to passes expiring from 1 January 2028. A new application’s submission date and an existing pass’s expiry date are different tests. All nationalities can be considered, subject to the route’s requirements.
Renew early and complete issuance before expiry
The ministry’s Renew an S Pass page gives employers or their appointed employment agents the relevant procedure. Renewal can begin six months before expiry and must be completed before the existing pass expires. Applying early does not forfeit the remaining validity: the renewed pass starts when the current one ends.
The employer must still meet the sector quota and other eligibility conditions. The passport needs at least seven months’ validity, and the renewed pass cannot extend beyond one month before passport expiry. Although a renewal can run for up to three years, that is a maximum rather than a guaranteed term. The stated issuance charge is S$100.
After approval, print the in-principle approval letter and follow its issuance instructions before expiry. The letter is valid for 60 days, but that does not permit ignoring an earlier pass-expiry date. Required Primary Care Plan purchases must also be completed and declared for the affected dormitory residents and construction, marine shipyard or process-sector workers. The renewal page provides the service link for taking these steps.
Prepare the correct records for the proposed job
The S Pass Documents Required page is the employer’s checklist for an application. It asks for the passport’s personal-details page and the company’s latest ACRA business profile or instant information. If the passport name differs from other documents, provide an explanation and supporting evidence, such as a formal name-change document.
Certain regulated occupations need additional support from their professional authorities. The page identifies, for example, the Singapore Medical Council for doctors, the Singapore Nursing Board for nurses and the Legal Services Regulatory Authority for lawyers. A salary meeting the age table does not replace professional registration evidence.
For food establishments, the checklist asks for the page accessible through the foodshop licence QR code, showing licence validity, or the specified application letter for a new establishment. Non-English documents must be uploaded with their English translations together as one file. The ministry can ask for further documents during review, so applicants should retain the underlying originals and follow the request made in their case.
Notify salary changes rather than assume the existing pass covers them
The Notify MOM of Updates page explains what happens when employment terms change. An employer intending to reduce salary must submit the request at least a month beforehand, and the worker must continue to qualify at the revised amount. If the revision removes eligibility for dependant privileges, associated family passes can be revoked.
For a salary increase, immediate notification is generally unnecessary unless dependant privileges are being requested; otherwise the change can be stated at renewal. When requesting dependant privileges following a rise, the ministry asks for three months of itemised payslips and the latest IRAS statement. Use the linked request procedure for that purpose.
The same page requires three years of company turnover information before an application or renewal and explains how employers update it. Related-company transfers need a new S Pass and sufficient quota, rather than merely changing a workplace label. Employers planning around January should therefore check the salary timetable, the actual employing entity and the appropriate service before submission.
