Identify the training route before arranging the placement
Singapore’s Training Employment Pass, TEP, is intended for eligible foreign students and trainees undertaking a training attachment. It is not an ordinary visitor permission or a general internship entitlement. This current guide explains the Ministry of Manpower’s established requirements for employers and candidates; it does not announce a new route opening in October.
MOM’s key-facts page says an employer must apply, the pass lasts up to three months and cannot be renewed. Family passes are unavailable under this route. No foreign-worker levy or quota applies, but the absence of a quota does not remove the individual eligibility and documentary tests. A placement that requires a longer or renewable arrangement should be assessed against the appropriate alternative before the candidate travels.
Apply the different student and overseas-trainee tests
For a foreign student, MOM’s eligibility resource requires the Singapore attachment to form part of the course of study. The student must either study at an acceptable institution or earn a fixed monthly salary of at least S$3,000. The course connection remains relevant even where the salary threshold is met; the alternatives concern the institution or salary condition, not whether the arrangement is genuine training.
For a trainee from the employer’s foreign office or subsidiary, the fixed monthly salary must be at least S$3,000. MOM may request educational verification or proof of ownership of the foreign company. Someone who previously held a TEP is not eligible for another for the same type of training. The ministry can also reject applications where the company’s number or proportion of TEP requests or holders is high compared with similar industry businesses. MOM identifies the Training Work Permit as a possible alternative for semi-skilled or unskilled foreign trainees, subject to that separate route’s conditions.
Document the programme rather than only the job title
The TEP document checklist requires the passport’s personal-particulars page and a detailed training programme stating the objective, type, location and duration of training. A short invitation naming the candidate does not necessarily provide those programme details. Employers should compare the documented schedule with the actual placement before submitting the application.
If the passport name differs from the name on other records, the checklist calls for an explanation letter and evidence such as a deed poll. Non-English documents must be uploaded with an English translation in the same file. Verification proof is not routinely mandatory for a TEP application, but employers remain responsible for ensuring qualifications are genuine and from accredited institutions. Additional documents can be requested during review.
Budget for application and issuance as separate stages
MOM’s application page lists S$105 when applying, S$225 when the pass is issued and S$30 for a Multiple Journey Visa where applicable. These are separate charges at different stages. The employer first obtains the candidate’s written consent and submits the request through EP eService. The published processing guidance is within three weeks for most cases, with some taking longer.
An approved application produces an in-principle approval letter. MOM says that letter gives the candidate six months to enter Singapore and obtain pass issuance. This six-month administrative window is different from the pass’s maximum three-month training duration. The ministry advises employers to bring candidates only after approval; the candidate need not be in Singapore while the application is assessed.
Complete arrival and issuance before beginning the authorised training
The key-facts sequence directs the employer to obtain pass issuance after arrival, then arrange fingerprint and photograph registration if required and receive the pass card. The application instructions explain that the notification letter issued at this stage permits work and travel while the card is awaited. Employers should distinguish that issued-pass notification from the earlier approval letter.
Candidates must also meet ICA’s normal entry requirements. Where required, submit the free SG Arrival Card and health declaration within three days, including arrival day, through ICA’s official service. That arrival declaration does not replace the work pass. Use the approval and issuance instructions to identify the next action, check the dates in the actual letters, and avoid assuming that a visitor stay will be extended automatically while training paperwork is pending.
