Somali passport applicants at US outreach events need proof of an ID application

The embassy distinguishes its Washington service from appointments in other states and warns against paying before the required evidence is ready.

The national identity requirement predates this guidance

Somali passport applicants must prepare national identity records as well as the documents required for their passport service. This guide, checked on 2 November, explains the existing requirement and its practical consequences for applicants abroad rather than announcing a new passport entitlement.

Somalia’s Immigration and Citizenship Agency announced the national-ID requirement on 6 August 2025, with effect from 1 September 2025. Its notice says passport applicants must first hold a National ID Card. Applicants abroad should also follow the receiving mission’s specific instructions on evidence of registration and appointments. The national requirement and the embassy’s operational procedure need to be read together, rather than assuming an older passport checklist still covers every stage.

Outreach payments and Washington visits follow different sequences

The Embassy’s refund policy says only Washington offers same-day processing of both applications without previous NIRA proof. This describes application processing, not guaranteed delivery of the finished passport and card that day.

At events in other states, new applicants first apply for NIRA identification. Passport applications are then accepted only from people with proof of a NIRA application submitted through the Embassy. The policy warns that paying for a passport outside Washington without uploading valid proof does not qualify for a refund, including where the proof was missing, incomplete or invalid. For other valid refund reasons, a request must reach the Embassy at least 72 hours before the appointment. Use the official refund policy before paying or changing plans; uncertainty about the evidence should be raised before the payment, not left until the appointment.

Prepare the identity evidence for NIRA registration

NIRA’s national-ID registration resource explains the underlying process. Applicants provide biographical information, including their names, parents’ details, birth details, legal status, residence and contact information. Identity may be checked through documents such as birth certificates, passports or educational records. Where traditional documents are unavailable, the resource describes verification through an already registered witness of trusted standing.

Registration also involves fingerprints and a photograph, followed by checks for completeness and duplicate identities. Successful validation produces a unique 11-digit national identification number. Use this official resource to prepare consistent identity details and ask the receiving office which supporting evidence it will accept in the particular case. The described alternative witness process is not permission to invent an identity history or omit information from a passport application. Applicants with conflicting spellings or records should resolve those discrepancies before assuming the next document will automatically correct them.

An interim credential and a finished card have different timing

NIRA’s identification page distinguishes an interim identity certificate from a physical card and mobile credentials. It describes the certificate as carrying basic identity details and a digitally signed QR code, with issuance within 48 hours after successful enrolment. It gives an estimated three weeks from registration for a physical card, followed by notification when it is ready for collection.

These national service descriptions are not a guaranteed timetable for every overseas outreach event. Nor does the description of interchangeable identity credentials establish which upload the Embassy accepts as proof for a passport appointment. Use the identification page to understand the different documents, then obtain confirmation of the specific proof required. NIRA also serves legal residents; possession of an identity credential alone should not be treated as proof that every holder is entitled to a Somali passport.

Book the correct service and confirm the charge before payment

The Embassy’s passport application page requires an appointment and excludes walk-in visits. Each person, including an accompanying family member, needs a separate slot, and the applicant must select the correct service and city. The page says it processes new passports and renewals of expired passports but not lost passports.

Applicants should confirm the current fee, payment instructions and any additional records through that official application resource before paying. The reviewed pages do not establish a single universal passport charge. Someone replacing a lost document should seek the appropriate consular procedure rather than book a renewal service that the page expressly says does not cover that case.
