Establish the qualification and application route
Sweden’s residence permit for highly qualified people supports a search for employment or investigation of a business. This current guide concerns the established route for applicants outside the EU and EEA applying from abroad; it does not announce a new scheme.
The eligibility guide requires a second-cycle qualification: an equivalent 60-credit or 120-credit master’s degree, a professional degree of 60–330 credits, or doctoral studies. Do not assume a bachelor’s qualifies. EU/EEA citizens, Swiss citizens and long-term residents of another EU country have separate routes. Establish the relevant category before paying.
Budget for the requested months and comprehensive cover
The current guide requires bank assets of at least SEK 13,000 for each requested month, plus money for the return journey. For illustration, a nine-month request means SEK 117,000 in maintenance funds before adding return travel. That calculation is a budgeting example, not a finding that the applicant meets every condition. The permit can last up to nine months and cannot exceed passport validity.
The application form, numbered 265511, asks how the stay will be financed and for supporting bank statements or other financial evidence. Where a central bank or equivalent must authorise taking money out of the applicant’s country, that permission must be included. The form also requests an insurance certificate with policy terms. The current guidance requires cover throughout the stay for urgent and other medical care, hospitalisation, emergency dental care and medical repatriation. Check the actual policy wording rather than relying on a product’s travel-insurance label.
The Swedish missions’ fee page confirms SEK 2,200 for the highly qualified job-search or business-investigation application. In China, missions collect the equivalent in local currency and adjust it with exchange rates. Applicants elsewhere should follow the payment instructions for their own submission location, rather than transferring an amount using a conversion intended for another mission.
Prepare academic evidence and give verification consent
Form 265511 provides a useful document checklist even when preparing an online application. It identifies the degree certificate, university or college records, financial evidence and insurance documents. It also asks applicants to explain their plans after arrival and what they would do if employment or a business does not materialise. Answer those questions consistently with the period and purpose requested.
The separately linked UHR consent form authorises the Swedish Council for Higher Education to contact the educational institutions and competent authority in the country of education to verify the academic documents. Complete, date and sign it and enclose it with the application. Providing a certificate alone does not supply that consent. For translations, the current online instructions require Swedish or English, certified translations where applicable, and the original-language document alongside them.
Copy the necessary passport pages and renew in time
The agency’s passport-copy resource explains which pages need to be legible: personal details, validity, issuing country, signature where there is a signature field, residence permission in another country and the machine-readable identity-page code. Include relevant numbers and symbols rather than cropping the image to the photograph. Where stamps are requested, copy the whole stamped page.
A passport nearing expiry can restrict the residence period requested. The passport guidance advises renewing in good time and says the agency will request supplementary documents if the passport lacks a signature. Use this resource to check the scans before submission; sending only a convenient identity-page extract may leave required information missing.
Respond to the passport-check invitation before its link expires
The digital passport-check guidance describes an invitation-based process for eligible electronic passports after an online application. It requires a personal link sent by the Migration Agency, a supported passport with a chip and access to the Freja app on a phone or tablet. The link is valid for seven days from the email’s dispatch. Check the application email account regularly.
Applicants who cannot or do not wish to use the digital process should respond through the personal link promptly. The agency will provide instructions for an in-person check where necessary; even a digital check can be followed by a request to show the passport physically. Neither uploading scans nor receiving a verification invitation constitutes residence approval. Apply and obtain the permit before entering under this route, and use the selected migration-handling embassy for any required appointment.
