Temporary protection and a voluntary return are different choices

Syrian nationals considering voluntary return from Türkiye should examine its effect on their protection before arranging a journey. UNHCR’s current guidance says Türkiye’s temporary-protection regime continues and that no decision lifting it has been announced. This guide, checked on 2 November, explains existing procedures rather than announcing a general deadline for Syrians to leave.

UNHCR says people registered with an active temporary-protection identity card remain under that protection. Those with inactive cards or incomplete registration should approach the Provincial Directorate of Migration Management in their province. Voluntary permanent return to Syria ends the temporary-protection status, and the identity card is surrendered. A later request for readmission or reactivation is assessed individually by the Turkish authorities, rather than guaranteed by the earlier card. Use UNHCR’s temporary-protection questions to understand that consequence before signing return documents. The decision should be voluntary; possession of a route for return does not establish that an individual must take it.

The travel permit has a short and specific validity period

UNHCR’s returning-procedure resource directs applicants to the official migration appointment system and then to the provincial authority where they are registered. Returning family members must attend with their identity documents. Officials conduct checks and interviews to establish that return is voluntary, and adults sign the repatriation form. Keep the copy issued to the family for presentation on departure.

The resulting travel permit is valid for 15 days, so the family must reach the designated border within that period. If exceptional circumstances prevent departure, inform the provincial authority. The same resource describes an airport option requiring attendance at least four hours before the flight, while recommending completion of the procedure in the registered province. Use this official procedural guide to coordinate the appointment and journey; buying a ticket does not replace the formal process. The 15-day period belongs to the issued travel permit, not to every Syrian resident in Türkiye.

Resolve children’s registration and custody before the border

UNHCR’s separate civil-matters guidance requires family changes, including births, marriage, divorce and deaths, to be addressed with the provincial authority before departure. An unregistered newborn needs registration based on the hospital birth report or the relevant population-registration notification before the family proceeds. A recently issued birth record should therefore be organised before the journey becomes urgent.

Where one parent remains in Türkiye, the returning parent needs the other parent’s consent, given through the stated in-person or notarised procedure. Sole-custody orders and shared-custody arrangements require different treatment. Children travelling with other relatives may need court-backed guardianship and specific authority for departure. Use the civil-matters resource to identify the applicable family situation and seek case-specific guidance, especially where a parent is missing or disputes consent. Adults who do not wish to return should tell officials so their names are excluded from the return form and their remaining protection records are updated.

Collect education records while they are still accessible

The UNHCR education resource recommends obtaining enrolment or graduation evidence, transcripts and civil-status records before leaving Türkiye. The records should identify the last grade completed, subjects and marks. Its authentication sequence includes the school, Turkish foreign-affairs authorities, the Syrian diplomatic mission and, after arrival, the Syrian foreign-affairs authorities. Confirm the sequence for the actual document with the relevant offices.

The guidance distinguishes primary grades from Grade 9 and Grade 12 equivalency, where missing certificates cannot simply be replaced by a placement test. It lists no fees for Grades 1–9 and no public-school tuition for Grades 10–12 apart from minor administrative costs. For baccalaureate equivalency it publishes SYP 25,000 verification and SYP 50,000 for the relevant complementary-subject examinations. These are education charges, not a universal return-processing fee. Use the education page to prepare the child’s transition and confirm the applicable local charge. Neither school preparation nor a completed departure procedure guarantees housing, services or conditions in the intended area of return.
