Choose an eligibility route before incorporating

Taiwan’s entrepreneur programme permits applications before company formation. Ministry of Economic Affairs guidance updated on 9 April 2026 describes an online route with initial residence of two years. This is an existing-rule guide.

Applicants need to meet a recognised qualification criterion. Options include qualifying investment or fundraising, specified incubator participation and recommendation, patents, recognised awards or other accepted innovation evidence. Each option has its own supporting documents: an incubator applicant, for example, needs the agreement, recommendation and startup proposal. General enthusiasm for a business idea is not listed as sufficient evidence.

The ministry’s Taiwan Entrepreneur Visa page links the Foreign Professionals Online Application Platform and the qualification directions. Use those resources to identify the actual criterion before spending money on company formation. The page also distinguishes the identification documents for foreign applicants from those for Hong Kong or Macau applicants; the categories should not be treated as interchangeable.

Online approval leads to a separate consular step

The Bureau of Consular Affairs’ Resident Visas for Entrepreneur page explains what follows the online qualification review. After notification, applicants must take the Passport Submission Notice and required documents to the relevant overseas mission, or the appropriate office in Taiwan where applicable, within six months.

The consular checklist includes the signed, barcoded visa application form, two recent colour photographs with a white background, and a passport with at least six months’ validity and blank pages, together with its personal-details copy. Additional evidence can be requested. Applicants already in Taiwan must also provide the visitor visa and entry-stamp copy where the stated procedure applies.

For eligible visitor-visa holders applying inside Taiwan, the Bureau advises applying at least eight working days before permitted stay ends. That processing guidance does not protect someone whose stay expires while a subsequently refused application is pending. The Bureau also identifies blue-collar workers already in Taiwan as ineligible for this resident-visa application. Follow the individual passport-submission notice and consular instructions rather than assume qualification review is the final visa decision.

Track residence deadlines and business evidence

The National Immigration Agency’s entrepreneur guidelines cover residence and extensions. Overseas applicants must upload the resident-visa page within 30 days from the day after arrival. Valid residence permits allow multiple re-entry; employment permission follows the applicable employment legislation.

For a business-based extension, the guidelines allow application within four months before residence expires. Qualifying operational evidence can include annual average revenue of NT$3 million, annual average operating expenses of NT$1 million, three full-time local employees, or other recognised achievements under the stated review framework. An initial two-year grant therefore does not promise an automatic further two years.

The guidelines list NT$1,000 for a one-year foreign-national residence extension or NT$2,000 for two years, while Hong Kong and Macau categories have different charges. These residence-extension figures are separate from initial visa charges. Address or business-location changes also trigger a 30-day registration obligation. Keep the platform record current and use the category-specific fee instructions rather than a single advertised package price.

A preliminary business visit follows different requirements

Some founders may first need to visit prospective partners or examine commercial opportunities. The Bureau’s separate Business Visitor Visa page is useful for that situation. It asks for evidence of the business activity, such as an employer assignment, invitation or trading records, and details of the Taiwan contact. Passport, photographs and the application form remain part of that visitor application.

Applicants from designated countries can need extra guarantor evidence, including a formally stamped guarantee and documents establishing the commercial relationship. They should follow the linked designated-country procedure rather than assume the ordinary checklist is complete. The consular mission can require an interview or further evidence.

The business-visitor page does not replace the entrepreneur residence process. The practical sequence is to establish the appropriate purpose of entry, document a recognised entrepreneur qualification, complete the consular stage if required, and comply with residence registration and any work-permission requirements. The cited resources do not guarantee approval or establish a single processing period for every founder’s complete move.
