Entry arrangements depend on the port and passport

Timor-Leste visitors should check the actual border route before assuming that airport visa arrangements apply to a land crossing. The Customs Authority obtaining-a-visa guidance distinguishes Dili airport and seaport arrivals from land entry, while UK government guidance gives specific instructions for British visitors at Batugade and Oecussi. This is current route-planning guidance checked on 29 October 2026, not an announcement of a new border opening.

The Customs Authority describes arrival visas for eligible travellers at Dili International Airport or Dili seaport and identifies separate arrangements for Indonesian, Portuguese and United States nationals. The nationality and purpose therefore matter as well as the port. Use that official resource to establish the general route, then confirm the current procedure with immigration for the actual passport and checkpoint before arranging an overland journey.

Prepare cash and evidence for an airport arrival

The Customs Authority tells visitors to hold a passport valid at least six months from entry, with an unused page for the visa, and demonstrate a genuine visit, accommodation and sufficient funds. It also requires return or onward travel, or evidence of ability to fund departure. Its guidance identifies a USD30 visa charge payable in cash and warns that cash withdrawal or exchange facilities may not be available.

UK guidance for British citizen passports describes a single-entry tourist visa for up to 30 days at Dili airport or seaport, also costing USD30 in cash. It asks for two blank passport pages. Preparing the cash before departure and checking passport space addresses two practical problems that a flight booking alone does not solve. The period actually recorded on admission should still be checked rather than assuming every visitor receives the maximum stay.

Land-border descriptions require confirmation

The Customs Authority states that most land arrivals need a Visa Application Authorization in advance, with specified nationality exceptions. The UK entry guidance, however, says British visitors entering from Indonesia at Atambua-Batugade can purchase a visa on entry, or arrange a tourism visa beforehand through a Timor-Leste mission in Denpasar or Kupang. These descriptions should not be silently combined into a guarantee of arrival access at every checkpoint.

An illustrative British traveller taking a road journey from Indonesian West Timor should identify Batugade explicitly when checking the procedure, rather than ask only whether Timor-Leste offers visas on arrival. Someone using another passport or crossing must establish that separate case. This review cannot confirm that every nationality can use the British advisory procedure. Obtain the required advance permission where applicable before travelling to a remote border.

Oecussi journeys can involve another entry

The UK resource says travellers reaching the Oecussi exclave overland rather than by ferry need a separate arrival visa, available at Wini, or can arrange the appropriate visa in advance with the required forms and round-trip evidence. A journey through Indonesian territory also requires the relevant Indonesian permission. A single-entry Timor-Leste approval should not be assumed to cover leaving the main territory and later returning.

The immigration application form asks for the entry border, arrival and departure transport, accommodation address, travel purpose and supporting invitation where relevant. Use that form to organize the actual route and host details before applying. It is a legacy published form, so confirm that the receiving office still uses that version rather than assume an old download overrides current submission instructions.

Longer stays need an application before expiry

UK guidance says a tourist extension of 30 days may be requested and recommends applying at least 15 days before expiry where possible. The immigration authority published English translation of the 2017 migration law separately lists a USD30 tourism visa grant fee and USD40 tourism extension fee. Those are different services; confirm the current assessed extension charge with immigration rather than treat the arrival payment as covering a longer visit.

The next action is to select the passport-specific route, gather the documents and cash, and resolve any land-entry authorization before departure. After admission, retain the entry record and apply early if an extension is needed. This review establishes neither automatic extension approval nor employment rights under tourist permission. The uncertainty requiring particular attention is the difference between general land-border instructions and checkpoint-specific overseas guidance.
