Identify the specialised activity and the proposed contract period
Timor-Leste’s temporary-stay visa framework includes specialised cultural, sporting, research and journalistic activities. UNESCO’s policy-monitoring platform records the country’s Article 39 measure for artists, sportspeople, researchers, foreign correspondents and highly qualified technicians. This current guide explains that existing category; it does not announce a new November invitation or assume that every creative visitor qualifies.
The reported provision links validity to the contract or mission, up to one year, with possible extensions for equal periods and multiple entry. Use the UNESCO resource to identify the category and its policy context before arranging an international assignment. It records the measure in a 2024 report, including implementation qualifications. Those dates should not be presented as the date of a newly opened application round.
Confirm the legal category rather than rely on a tourist admission
The Migration Service’s published English version of Law 11/2017 separates temporary stay from work, business and tourism. Article 39 concerns the specialised activities described above, while Article 37 addresses professional activity under employment or service arrangements. The existence of a contract is therefore not enough to choose a category without explaining the actual role and assignment to the competent authority.
The law expressly prohibits professional activity on a tourist visa. Its dependent-family temporary-stay provision links the family member’s validity to the principal permission and provides for matching extensions. A spouse’s or child’s travel should therefore be discussed alongside the main assignment rather than treated as automatically covered by the principal’s document.
Use the law to formulate those questions before departure. UNESCO’s report notes that the broader law was not fully implemented as of 2024, apart from the described Article 39 regulations. That historical assessment does not establish the complete operational position in November 2026. Obtain current filing instructions from the Timorese mission or Migration Service before relying on a proposed start date.
Prepare the specialised-activity checklist and supporting records
The Migration Service’s application form includes a separate VET2 checklist for specialised activities. It lists an authenticated passport copy, colour photograph, evidence of support and accommodation, departure arrangements and evidence explaining the purpose and conditions of the stay. It also asks for a certified employment or services contract, qualifications or other professional-skills evidence, the relevant company’s tax-payment certificate and a medical certificate.
The continuation requests criminal-record evidence from the country of origin and relevant longer-term residence countries. Applicants should check the issuing countries and current certification requirements with the receiving service before ordering records. The form’s general instructions require official translations where documents are not in Timor-Leste’s national languages or English, and a photocopy of required documents.
The specified photograph measures three by four centimetres. Use the specialist checklist rather than the tourist section of the same form. It warns that an incomplete submission may not be accepted or can be refused. Prepare the host organisation’s documents with the personal records; a passport and event invitation alone do not comprise the published file.
Plan the route, passport and payment without borrowing tourist terms
The UK government’s current entry advice, scoped to full British-citizen passport holders, requires six months’ passport validity after arrival and two blank pages. It describes a US$30 cash tourist visa for specified arrival points. That tourist charge should not be advertised as the verified price of a specialised-activity visa; no current category-specific fee or guaranteed decision time was established in the reviewed resources.
The UK page also distinguishes overland routes and Oecussi arrangements from entry at Dili’s airport or seaport. Use it to identify route questions for a British traveller, then confirm the actual professional permission and intended crossing with the Timorese authority. A tourist extension timetable is not the deadline for extending a professional assignment. Record the dates on the issued document and ask about the relevant extension before that permission expires, including any matching family application.
