Tokelau-born parents need original birth records for a child’s citizenship claim
Families seeking a New Zealand passport for an overseas-born child should establish the citizenship basis and obtain the right civil records first.

Identify the child’s citizenship basis before choosing the application
Tokelauan families preparing a child’s first New Zealand passport should check whether citizenship must first be registered by descent. New Zealand’s official citizenship guide distinguishes birth, descent and grant. A child born overseas may qualify through a parent who was a New Zealand citizen by birth or grant when the child was born. A parent who holds citizenship only by descent generally cannot pass it to another overseas-born generation under that route.
This is a current guide to evidence and preparation, not an announcement that every overseas-born child is newly eligible. Use the citizenship-type resource and the Citizenship Office for the individual circumstances, including unusual birth or parentage cases, before selecting a form or paying a fee.
Obtain the Tokelau record from the responsible registry
Tokelau’s government birth-certificate service asks for the person’s name, birth date, place of birth and parents’ names. It lists NZ$6 for requests from Tokelau or Samoa and NZ$20 from overseas, with processing of up to five working days. Use that service where a parent’s original Tokelau birth record is needed; do not substitute an unrelated New Zealand birth-record request for an event registered in Tokelau.
The page gives [email protected] and +685 7600364 for birth-certificate enquiries. Confirm the payment and delivery arrangements before relying on the published processing estimate for an international journey. The same service warns Tokelau residents to renew a passport with fewer than six months remaining before travelling outside the territory. Obtaining a certificate and obtaining a valid travel document are separate tasks.
Send the child’s official records and the claiming parent’s evidence
The current child descent-and-passport form specifically includes a claim through a parent born in Tokelau, Niue or the Cook Islands and asks for that parent’s original birth certificate. It is the form for children aged fifteen or below; applicants aged sixteen or above use the adult form. Use the appropriate form’s document list to connect the parent’s evidence to the child’s claim.
The child’s full state-issued birth certificate must identify both parents; hospital certificates are not accepted. The form also asks for two passport-style photographs, with witness details on one, and relevant official name-change records. Original documents are required unless copies are expressly allowed, and originals are returned. Contact the Citizenship Office if required information is absent rather than alter a record or assume an informal family declaration will suffice.
Allow time for citizenship checks as well as passport production
The registration service tells applicants to allow at least eight weeks, or forty working days, plus delivery. It warns that external verification can add time. For applications involving birth or adoption in Samoa, those additional checks are currently described as taking six to eight months beyond that period.
The same page says there is no urgent service for Samoan-born applicants who have not yet registered citizenship by descent, or where the case involves overseas adoption. Families should therefore establish the correct route and evidence before booking a departure. Use the registration page’s adult or child form links and contact details to resolve the circumstances; a passport urgency request does not itself establish citizenship.
Budget using the current citizenship fee schedule
New Zealand’s official fee schedule was updated on 28 August 2026 following the citizenship-fee increase effective that day. It lists NZ$278 for descent registration alone. Registration with a standard passport costs NZ$422 for a child aged fifteen or below and NZ$525 for an adult aged sixteen or above.
Courier costs are additional and depend on location. Use the current citizenship-fee page when choosing registration alone or the combined service, rather than assume an ordinary passport fee covers an unregistered descent claim. The August change is an existing effective charge, not a new November increase.
Distinguish urgent passports from emergency travel documents
The Passport Office aims to process urgent passport applications within three working days, subject to demand, complete information and acceptable photographs. Its urgent-travel page lists an additional NZ$247 to upgrade an already lodged standard application. That does not override the citizenship-registration limits described above.
For citizens outside New Zealand, the page separately describes emergency travel documents where a passport is lost, damaged or expired and a replacement cannot arrive in time. Not every destination or transit country accepts them. Use the Passport Office’s urgent-travel contact before relying on that option and check acceptance with every relevant authority. A temporary document should not be assumed to cover a planned international itinerary simply because the traveller can establish Tokelauan family connections.
