Request the Tokelau permit before treating the visit as confirmed
Tokelau’s government tells foreign visitors to apply for an entry permit and contact Support Services one month before the intended visit. Its published instructions say the permit is issued after approval to visit from the appropriate village. This is a current guide to the existing route, rather than an announcement of a new November restriction. It is particularly relevant to travellers combining an international flight to Samoa with onward sea travel to Tokelau.
The government’s BDM Certificates page also contains its Permit Services instructions and the official Support Services contact. Use that resource to explain the purpose of the visit, the intended atoll and proposed dates, and request the current application requirements. Permission should not be assumed from a host’s informal invitation, a transport enquiry or a booking. Ask how accompanying family members are to be recorded and what evidence is required for each person, especially where passports or nationalities differ.
Build the itinerary around the actual sea service
The government’s Tourist Information page describes transport from Apia, Samoa, by sea, with services travelling to Tokelau’s three atolls. It gives an approximate 24-hour journey to Fakaofo and further travel to Nukunonu and Atafu. Its description of fortnightly services is useful for understanding the route, but it is not a live sailing timetable or confirmation that a particular departure has space. Obtain the actual outward and return sailing arrangements from Transport and Support Services.
The same page describes accommodation on a private basis in village guest houses or homes and says there is no established tourist industry. Visitors should therefore identify their host and sleeping arrangements while seeking village approval, rather than assume they can make ordinary hotel arrangements after arrival. Match the intended village, accommodation and transport dates across the application. If a sailing changes, ask whether the permission remains valid for the revised dates before proceeding with the journey.
Check Samoa admission for both parts of the connection
Samoa’s Immigration Permit Services page says visitors may apply for a 90-day visitor permit on arrival using the arrival card. It requires a passport valid for six months beyond the intended stay, onward travel, permission for the next destination, funds and a confirmed residential contact address. The Border Services page additionally describes the arrival visitor permit as free, subject to entry requirements. These are Samoan provisions: a Tokelau entry approval does not itself authorise admission to Samoa.
For someone arriving by air and joining a ship, the practical task is to assemble the connection evidence, Tokelau permission and Samoa accommodation details for the period before sailing. The return journey also needs attention. Ask Samoa Immigration how the planned departure to Tokelau and later return will be assessed, particularly if the trip could extend beyond the permission originally granted. Do not assume an unused part of an earlier visitor period automatically resolves a later arrival.
Samoa does not permit work on a visitor permit. Anyone proposing paid activity, research or another purpose during the connection should check the appropriate category directly. Keep the distinction between a short stop while travelling to Tokelau and a separate activity carried out in Samoa clear in correspondence and declarations.
Confirm costs, documents and contingency time
The reviewed Tokelau permit instructions did not provide a reliable current fee schedule, processing guarantee or complete supporting-document checklist. Ask Support Services for the current form, assessed charge, payment method and any conditions before paying. The one-month contact instruction is a planning requirement, not a promise that every application will be decided within a month. Keep copies of village approval, the issued permit, passport information and transport correspondence accessible throughout the trip.
New Zealand’s SafeTravel page recommends comprehensive medical and travel insurance for Tokelau, including medical evacuation provision. Travellers should have their insurer confirm that cover fits this sea itinerary and the actual evacuation arrangements available, rather than assume a generic policy covers every disruption. Allow time and funds for a delayed departure or return without letting Samoa permission expire. The final departure check is that the village approval, Tokelau permit, Samoa admission arrangements and confirmed sailing dates all describe a workable journey.
