The September submission change is already in force
People in Tonga preparing New Zealand Recognised Seasonal Employer applications must now use the visa application centre in Nuku’alofa. Immigration New Zealand announced the centre on 31 August 2026, with opening and the RSE submission requirement effective from 14 September. This 29 October follow-up explains the procedure already operating, rather than presenting the opening as today’s announcement.
The official announcement locates the centre at the General Post Office, ground floor, on Salote and Taufa‘ahau Road. It describes a VFS Global service for paper applications and supporting documents, with appointments through the provider’s Tonga website. Follow the appointment link from that announcement to reach the designated service rather than relying on an unrelated visa intermediary.
The published service charge is TOP 86 generally and TOP 43 per RSE application, additional to any visa application charge. Passport scanning is available for an additional fee where a scanned passport is needed, but the announcement does not state its amount. The centre provides administrative support; it cannot give immigration advice or influence the decision.
A local appointment does not establish eligibility for seasonal work
The separate RSE Limited Visa page is the resource for the visa itself. It requires an offer from a recognised seasonal employer, age eighteen or older, eligible Pacific nationality unless INZ agrees otherwise, and medical insurance. The work is in horticulture or viticulture, and the worker may work only for the employers authorised on the visa.
The normal maximum is seven months in an eleven-month period. The page describes an additional allowance for citizens of Tuvalu and Kiribati who also live there; a Tongan applicant should not assume that exception applies to them. Partners and dependent children cannot be included in the RSE application. A family wishing to travel together must therefore examine any separate eligibility rather than add dependants to this form.
Check the signed agreements and identity documents before lodging
Use the official INZ 1142 application form to assemble the paper file. It requests the passport or travel document, two recent passport photographs, acceptable insurance evidence and any required chest X-ray certificate. The passport requirement extends at least three months beyond the intended departure from New Zealand. The form explains the circumstances in which a certified copy can be supplied and warns that the original may still be requested.
The employment agreement must be signed by both the worker and the employer. Where consecutive work has been arranged with different recognised seasonal employers, provide an agreement for each. A verbal assurance from a recruiter is not the document specified in the application checklist.
The form also requires supporting material in English or a translation from a recognised private or official translation service. Check this before the appointment: handing over an untranslated document should not be assumed to complete a required evidence item.
Separate processing indications from a guaranteed travel date
The RSE visa page lists a starting application cost of NZD 325 and currently reports that eighty per cent of applications are processed within four days. The starting price is not a complete personal quotation, and the processing statistic is not a promise for every case. Confirm the actual visa charge and the separate Tonga centre charge when preparing payment.
For illustration, a centre appointment shortly before an employer’s proposed start date does not prove the visa will be granted by that date. Resolve missing agreements and insurance evidence before lodging, and check the granted conditions before arranging the final journey. A receipt for administrative submission is not permission to board as an approved worker.
Prepare for the season and the return journey
INZ’s separate Get Ready Pack provides practical preparation for accepted RSE workers. It recommends pre-departure orientation with local government officials, where travel arrangements and questions about life in New Zealand can be addressed. Use that resource to discuss transport, accommodation and what costs will be deducted from pay, rather than discovering those arrangements after arrival.
The pack explains that workers need money for initial expenses before their first wages and should receive payslips showing pay and deductions. Ask the employer about unclear entries. The RSE visa resource separately requires departure before permission expires and restricts applying for a different visa while in New Zealand. Plan the return against the actual visa, not merely the expected harvest calendar.
