The November visa is tied to approved conference participation

Türkiye’s COP31 visa arrangements cover eligible UNFCCC-approved participants with a free multiple-entry document valid from 1 to 30 November 2026, allowing a maximum 30-day stay. The UNFCCC-hosted visa FAQ, published on 5 October, explains the dedicated process. This is a follow-up as the validity window begins, ahead of the Antalya conference on 9–20 November.

Applicants need the registration code from their UNFCCC acknowledgement letter, personal and travel-document information and a compliant photograph of no more than 4 MB. The FAQ advises ordinary visa-exempt participants to obtain an exemption certificate voluntarily, but requires UN Laissez-Passer holders to obtain that certificate and carry printed acknowledgement and certificate copies. EU Laissez-Passer holders require a COP31 visa. Unregistered companions are excluded. An existing Turkish visa also does not remove the FAQ’s requirement to obtain the conference visa or applicable certificate. Use the FAQ to identify the document category rather than assume every passport follows the same exemption rule.

Conference registration and border permission are different decisions

The UNFCCC participant-information page identifies the eligible registration groups and the Online Registration System. For Parties, observer states and UN bodies, nomination and confirmation run until 8 November at 23:59 Central European Time. For admitted observer organisations, the nomination period has already closed, while confirmation remains open until that same November deadline. The later confirmation deadline should not be described as reopening nominations to everyone.

UNFCCC states that conference registration and badges for duly nominated participants are free. Badge collection requires the successful-registration acknowledgement and a valid passport or nationally approved photo identification. Those conference-access documents do not replace whatever Türkiye requires at the border. The participant page also warns against multiple registrations under different categories. A delegate should coordinate with the organisation’s authorised registration contact rather than create duplicate records to resolve an immigration discrepancy. Use the participant-information page for conference status and the visa platform for the separate travel-authorisation process; keep both confirmations available when planning arrival.

Check passport validity and arrangements for people outside the conference scheme

Türkiye’s general visa guidance explains that a travel document normally needs at least 60 days of validity beyond the authorised stay. Its 30-day-stay example therefore produces 90 days’ passport validity at entry. The Turkish embassy’s COP31 notice likewise specifies at least 90 days after arrival. Check the actual document before applying, especially if renewal would change the passport number between registration and travel.

The general foreign-ministry visa information is the appropriate resource for a companion who is not a registered conference participant. It distinguishes nationality and passport-based visa requirements, electronic-visa eligibility and consular applications, and notes that ordinary electronic visas concern tourism or commerce. A relative should establish their own applicable admission route rather than use the delegate’s acknowledgement code. The conference’s free visa does not establish free standard visas for accompanying family members. Where the intended trip includes a different purpose, such as work or study, ask about that purpose’s procedure instead of inferring permission from conference attendance.

Act promptly if the electronic system directs the case to a mission

The Turkish embassy in Jakarta’s 12 October notice directs applicants who cannot use the electronic conference route to submit through the embassy after completing the consular pre-application. That provides a concrete fallback: follow the system’s routing and the responsible mission’s instructions rather than repeatedly trying to force an ineligible document through the electronic channel.

The Turkish embassy’s detailed COP31 notice describes normal issuance within seven working days and urges application once UNFCCC registration is confirmed. This remains an estimate, not an assurance that a last-minute case will clear before departure. The same notice requires valid travel insurance and warns that border officers may ask to see it. Keep proof accessible with the travel documents even if it was not requested as an upload.

For an illustrative delegate with an early-November flight and no completed authorisation, the next action is immediate filing or contact with the mission handling the routed case. A confirmed conference place, airline booking or hotel reservation is not a substitute for the required entry document. Check the November validity dates against the whole itinerary before assuming that a post-conference stay is covered.
