Students in Turkmenistan should start German visa applications online

The Ashgabat mission’s newer portal instructions differ from its study checklist; funding evidence, originals and the refusal procedure also need attention.

Start the university application through the consular portal

Turkmenistan residents applying for a German university study visa should start with the German Embassy in Ashgabat’s current online route. Its visa overview, dated 25 August 2026, says applications for longer stays outside specified exceptions must use the Consular Services Portal. The exceptions include stand-alone language courses, au-pair placements, volunteering and self-employment, which retain the appointment-booking route. A preparatory course linked to university study therefore needs the correct category rather than an assumption that every language course follows one procedure.

The overview says the embassy checks uploaded documents before giving an appointment in Ashgabat. Identity, original documents and biometrics are checked at that appointment, with an interview and payment. This matters because the separate study checklist still tells applicants to book a counter appointment through the older appointment system. Use the newer overview for the starting route and the study checklist for the evidence, checking any category uncertainty with the mission before submitting duplicate applications.

Prepare the study evidence in the mission’s order

The embassy’s study checklist calls for an admission letter, confirmation of a university application, or registration for a university-preparatory German course together with proof of university entrance eligibility. A language-school booking alone does not reproduce that last option’s full requirement. It also asks for two copies of the passport personal-data page, two blank passport pages, issuance within the previous ten years and validity at least three months beyond the requested stay.

Prepare a personally written motivation statement in German or English, a curriculum vitae, earlier educational records and language evidence. Bring the original study record book, with two copies of educational documents, and two recent unretouched biometric photographs. Both custodial parents sign the application for minors. Confirm how paper-copy requirements apply after online pre-checking; an upload does not replace originals.

Show an accessible annual budget rather than an ordinary balance

The embassy’s October 2024 study information sheet states that living expenses must be secured for a year in advance, using €992 monthly or €11,904 annually. The current study webpage displays the same figures. For a blocked bank account, the bank confirmation must identify the restriction, current balance and blocked amount. An ordinary balance statement that does not show the restriction does not provide those same details.

The information sheet explains that opening the account is the financial institution’s decision, under its own business policy; the Foreign Office cannot require a bank to accept an applicant. Applicants may choose a provider and need not travel to Germany just to open the account. Before transferring money, establish whether the provider can accept the applicant’s identification and funding arrangements. The study webpage alternatively lists a formal declaration of commitment or scholarship evidence: an original award notice, except that a DAAD printout suffices.

Budget the visa charge and allow for a longer decision

The embassy FAQ lists national-visa charges of €75 for adults and €37.50 for minors, paid in US-dollar cash at the mission’s exchange rate. It exempts scholarship holders funded by certain publicly financed German scientific organisations, including DAAD and DFG. The long-stay page additionally says charges are rounded to US$5, so confirm the exact cash amount for the appointment rather than converting euros independently.

The long-stay guidance says decisions can take from a few working days to several months, depending on the case and authorities involved; it generally does not answer progress questions during the first eight to twelve weeks. The study page’s six-to-eight-week estimate is therefore not a promised completion deadline for a university intake.

After refusal, an outdated paragraph on the long-stay page still mentions an embassy reconsideration request. The FAQ’s explicit later instruction says this procedure ended worldwide on 1 July 2025 and refusals from that date are not reconsidered that way. It identifies proceedings before Berlin’s administrative court as a legal route. Follow the actual refusal notice for the applicable remedy and deadline; a fresh application or a complaint does not itself secure admission or travel permission.
