Choose permission that matches the proposed work

Tuvalu’s published Immigration Regulations distinguish an ordinary visit from a permit to enter and reside for employment. Their fee schedule also differentiates applications lodged outside Tuvalu from those lodged inside the country. This is a current guide to existing provisions in the 2022 revised legislation, not a newly announced November fee increase. It is relevant to foreign recruits and employers planning a move, particularly where someone is considering arriving as a visitor first.

The UK government’s current entry advice, written for British citizens, says longer stays and work, study or business require arrangements with Immigration in Funafuti. It should not be read as permission to begin work merely because a British traveller can make a short visit without obtaining a visa beforehand. Applicants of other nationalities should establish their own entry position; a rule about visitor admission or a visitor-fee exemption does not answer the employment-permission question.

Prepare the employment application and obtain an assessment

The regulations provide Form 3 for a permit to enter and reside and Form 5 for employer sponsorship. They request identity documents, two photographs, purpose-specific evidence and proof of financial capacity or the relevant sponsorship. Additional medical, radiological and police documentation applies to an intended residence exceeding one year. Employers and workers should review the applicable forms together rather than leave sponsorship evidence until after the worker has travelled.

The published employment fee is $600 for the principal applicant and $150 for each dependant when lodged outside Tuvalu, compared with $1,200 and $300 respectively when lodged inside Tuvalu. These amounts come from the regulations’ schedule; ask Immigration to confirm the current assessed currency, any applicable exemption, payment method and additional costs for the actual household. The difference is a reason to settle the filing location deliberately. It does not guarantee that either application will be granted, or justify using an inaccurate travel purpose to obtain a cheaper outcome.

Read the conditions and expiry on the permission issued

The Immigration Act gives the Principal Immigration Officer authority to impose conditions concerning the occupation, employer and security associated with residence permission. The Act, available through Tuvalu’s official legislation database, is the resource for understanding why an employment contract and a permit are separate documents. A worker should compare the approved activity with the actual role offered, and raise a change of employer or duties before assuming the existing permission covers it.

Extensions under the Act are discretionary. The reviewed official materials did not establish a universal processing guarantee or a single advance filing deadline applicable to every employment case. Ask Immigration when an extension should be submitted, using the existing permit’s expiry and intended contract dates. Keep that response with the approval and application reference. A plan to renew, or a payment receipt without an extension decision, should not be treated as proof that an expired permission remains valid.

For an accompanying family, ask which individual documents and permissions are needed and whether any proposed work by a dependant requires separate authorisation. Employer sponsorship of one worker should not be assumed to settle every relative’s residence or employment position.

Check travel documents and contingencies before departure

The UK entry page advises British travellers that passports must remain valid for at least six months after arrival and tells them to check travel documents with their carrier. Use that nationality-specific resource to identify a passport problem early, while having Tuvalu’s authorities confirm any requirements particular to the employment case. Record the permission’s allowed entry period as well as the passport expiry; a valid passport alone is not evidence that the work application has been approved.

Singapore’s Ministry of Foreign Affairs directs Singaporeans with specific Tuvalu entry questions to the relevant Tuvalu tourism ministry contact. It also warns that medical facilities are limited and evacuation can be expensive. For a relocating worker, that makes it sensible to clarify medical cover, employer assistance and transport arrangements before departure, separately from government application charges. Obtain the immigration decision, verify its conditions and retain accessible copies of sponsorship, payment and identity records before making irreversible travel commitments.
