Tuvalu students qualify for Fiji’s student-permit application fee exemption
The waiver does not remove study-permit requirements. Regional university students should confirm their application route before travelling.

A fee exemption still requires the correct application
Fiji’s Ministry of Immigration exempts Tuvalu secondary and tertiary students from student-permit application fees. This current guide explains the existing waiver, rather than announcing a new concession.
The ministry’s Student Permit Application page directs applications through ImmiHub and generally requires first-time applications from outside Fiji. It also says applications for primary-school Years1–8 are not accepted. A family should therefore identify the actual course and school level before relying on the Tuvalu exemption.
The checklist includes passport records, photographs, current admission evidence and health and character documentation. For sponsored Tuvalu students, it specifically identifies the Tuvalu Government Scholarship Award where applicable. Use the ministry’s checklist to assemble the relevant file; the fee exemption does not establish that an award has been granted. Nor does it waive university tuition, travel or living costs. The ministry assesses applications individually and does not guarantee a processing time.
Regional university students must confirm the arrival exception
The University of the South Pacific publishes separate instructions for students from its member countries admitted to the Laucala Campus in Suva. It says regional students may complete study-permit formalities after arrival, while non-regional students must have approval before entering. A Tuvalu student should ask the university and Fiji Immigration whether that specific regional arrangement applies to the intended course before booking travel. It should not be generalised to every Fiji institution.
The university requires arriving regional students to carry a valid passport, return tickets, the offer letter and signed police and medical reports. Its new-permit guidance also identifies sponsorship or self-funding evidence, photographs and other supporting records. Medical reports should be no more than three months old.
The university’s regional exception and the ministry’s general offshore-first instructions require route-specific confirmation. Use the named university study-permit page to raise that question with admissions, rather than assume a visitor entry automatically permits a change of purpose. Family members have separate residence paperwork.
Prepare the border file separately from university enrolment
The ministry’s Study in Fiji page lists what students should present at immigration clearance: a valid passport, the relevant Immigration approval letter, a completed signed arrival card and a confirmed Fiji address. It also requires a visa approval letter where the traveller’s citizenship is not visa-exempt. Check the ministry’s linked nationality list rather than infer a companion’s visa position from the student’s fee exemption.
For study lasting less than 12 months, the page lists a return ticket to the country of residence or citizenship; for longer study it requires a security bond. Use these official border instructions when planning the travel file and ask Immigration how they apply to a confirmed regional-campus exception. The university’s offer letter and an Immigration approval are different documents.
The page also links customs guidance. A student moving with personal effects should check those rules separately: permission to enter for study is not a blanket clearance for everything carried in the luggage. The published resources do not establish a single combined cost for the entire move.
Keep the university’s permit record accurate after approval
USP’s Student Study Permit Repository serves a different purpose from an immigration application. It requires students studying outside their home country to maintain updated permit details with the university. The form requests the student number, passport number, name, nationality, permit number, permit type and expiry date, together with a clear copy of the valid permit letter.
Use the official permit letter when entering those details: the repository explicitly asks for the information exactly as issued by the relevant immigration authority. Check that the passport and permit belong to the same student and that the recorded expiry matches the letter. An admission offer or scholarship document should not be uploaded as though it were an issued permit.
Submitting this university record does not issue, renew or extend immigration permission. Keep the permit’s actual expiry in view and use Immigration’s application process for any further permission. The repository supplies no universal renewal deadline, and it should not be interpreted as allowing study beyond the authorised period.
