Distinguish Gulf citizenship from residence in a Gulf country

This guide concerns foreign nationals living in another Gulf Cooperation Council country who want to visit the UAE through the GCC-resident route. Dubai Airports explains that GCC citizens can enter with their GCC passport or national identity card without a visa, permit or sponsorship. Living in one of those countries does not make a foreign national its citizen. Start with nationality and the actual entry category rather than assuming a Gulf residence card supplies the same right.

The airport directs travellers to GDRFA for the cost and procedure of a Dubai visa. A family arranging a short visit should settle that question before travelling, especially if its members hold different nationalities or residence documents. The immigration application is distinct from a flight booking. Nothing in the airport’s citizen exemption establishes approval of an expatriate resident’s application.

Prepare Dubai’s profession and identity evidence

GDRFA’s entry service covers foreign GCC residents and their resident family members or accompanying domestic workers. It requires a recent colour photograph with a white background, a certified passport or travel-document copy including the outer cover, and at least six months’ passport validity. Supply the GCC residence permit or an electronic extract showing both profession and residence validity.

The service requires valid GCC residence, no restriction preventing UAE entry and a profession on the approved list, assessed by the competent authority. It does not publish that list on the reviewed card. Register through its linked smart-services system, select the service, complete the information and pay; approval is sent by email. Its listed fee components are AED52.50 for service, AED100 for application and AED100 for issuance, totalling AED252.50. Confirm the final checkout charge.

Resolve the residence-validity and entry-window differences

ICP’s published service guide gives additional conditions for its GCC-resident category, including health insurance, financial-guarantee evidence and residence valid for at least one year. It describes a 30-day stay for residents and a separate 60-day category for companions of GCC citizens. Do not apply the citizen-companion duration automatically to every relative of an expatriate resident.

There is a practical mismatch to resolve. That guide describes an entry visa valid for 60 days from issuance, whereas the UAE government portal’s indexed GCC-resident guidance says 30 days from issue and a 30-day stay after entry. Dubai’s current entry card does not settle that entry-window difference or restate ICP’s one-year residence condition. Ask the issuing authority which conditions apply to the actual application. Read the issued permit’s enter-by date separately from its permitted stay, rather than choosing the longer figure from different official resources.

Treat an extension as a separate decision and charge

Dubai provides a specific extension service for GCC residents. Its card says the issuing authority may extend the visa once for the same duration. The listed document is a passport copy, and applications can use smart services or an Amer service centre. This is an application assessed by the authority; merely planning to extend does not establish permission to remain beyond the existing visa.

The extension card lists AED600 plus five per cent VAT. It also lists inside-country additions of AED10 knowledge fee, AED10 innovation fee and AED500 inside-country fee, and warns that the total can vary with circumstances. These are extension charges, not the initial entry application’s components. Check the actual extension quote against the visa record before payment. The published expected completion time is 48 hours, which should not be treated as an approval guarantee or extra lawful stay after expiry.

Ask the issuing authority the questions the public pages leave open

For a Dubai application, GDRFA’s contact page publishes 8005111 domestically and +97143139999 internationally, alongside an enquiry form and video-call option. The useful questions are specific: does the profession shown on this residence extract qualify, how much remaining GCC residence is required, and which enter-by date applies to this permit? No enquiry was submitted for this report.

The government portal was not directly readable in this review; its indexed official text supported the 30-day comparison. That limits certainty about surrounding qualifications. The current Dubai card and the older ICP guide should not be combined into a single universal checklist without resolving their differences. A family should also check each person’s issued document separately before fixing travel dates: a principal applicant’s approval does not itself establish that every accompanying person has received an entry permit.
