Check the citizenship record before booking passport renewal

Uganda’s embassy in Washington says dual citizens renewing a Ugandan passport must present their certificate of dual citizenship. Its passport FAQ says formal registration as a dual citizen is required before holding passports of two nationalities. An old Ugandan passport and a foreign passport therefore should not be assumed to complete the evidence required for renewal at that mission.

This current guide was checked on 2 November. The embassy requires applicants to complete the passport application online, pay the assessed charges and book an appointment before appearing for enrolment. Its checklist includes the most recent passport, payment receipts, the recommender’s identification and the applicable supporting identity evidence. Use the embassy’s passport page to prepare that separate appointment. It also requires a prepaid tracked return envelope, and warns that further documents may be requested. Applicants at another mission should obtain that mission’s own appointment and delivery instructions.

Use the Ugandan applicant checklist and its published fee

The immigration authority’s dedicated page for an indigenous Ugandan directs citizenship applications to the electronic immigration portal and lists a USD 200 application fee. It asks for proof of Ugandan citizenship, the foreign passport biographical page, a recent photograph, a recommendation letter and the recommender’s national identification. Applicants born outside Uganda are also asked for their birth certificate and a parent’s passport or national identification.

The checklist further requires the notarised application form AA, a notarised oath of allegiance, proof that the other country permits dual citizenship, evidence of profession or occupation and a cover letter addressed to the secretary of the citizenship and immigration board. Obtain the forms through the authority’s page and use the linked portal for the application. The requirement about the other country is material: Uganda’s procedure cannot establish what another nationality’s law permits. Ask the relevant country’s authority for the requested evidence, instead of relying only on possession of its passport. Keep the application and payment record for later follow-up.

Distinguish approval from biometrics and check children’s position

The immigration authority’s citizenship FAQ says a dual-citizenship approval remains valid until the applicant has biometrics taken and receives the certificate. It also says a certificate can be issued on the same day as biometrics. That is a statement of possibility, not a confirmed appointment or delivery promise for every overseas applicant. Ask where the outstanding step can be completed and what evidence to bring before buying a journey solely to collect the document.

The FAQ says children below 18 cannot acquire dual citizenship through that process. Separately, the Washington embassy’s citizenship explanation describes Ugandan citizenship by birth, including specified cases involving a parent or grandparent who was a Ugandan citizen by birth. A child’s underlying nationality should therefore be assessed through the appropriate citizenship rules rather than inferred from the availability of an adult registration service. Parents should ask the citizenship authority which proof or child-passport procedure applies before paying an adult application fee. The FAQ and embassy citizenship page help identify this distinction; neither provides a universal new deadline for completing all family applications.

Foreign applicants face a different eligibility and cost assessment

The authority publishes a separate dual-citizenship checklist for a non-Ugandan. It includes evidence of ten years’ continuous lawful stay, current immigration status meeting the stated validity requirement, financial and tax records where applicable, referees, recent Interpol good-conduct evidence and proof of the other nationality. It also asks for professional achievements or contribution, a medical report and the prescribed application and allegiance documents. These requirements should not be copied indiscriminately into an indigenous Ugandan’s file.

The non-Ugandan page lists a non-refundable USD 200 cost and USD 5,000 payable on approval. The latter is a distinct route’s charge, not the published application fee for every Ugandan abroad registering dual citizenship. Use the correct category page to establish eligibility and the amount the portal assesses. A submitted form or payment receipt does not itself establish approval or replace the certificate needed for the Washington passport appointment. Where identity, nationality or an older citizenship record is uncertain, resolve that issue with the authority before scheduling dependent travel around an assumed decision date.
