The new Ontario location accepts bookings through the official queue
Ukraine’s State Migration Service reports that a stationary Passport Service centre in Burlington, Ontario began trial operations on 20 October 2026. The state enterprise Document operates the centre at 3185 Harvester Road, Unit B2. The opening adds a service location for Ukrainian citizens in Canada, rather than changing their Canadian immigration status or creating a new visa category.
The migration-service announcement says intake is exclusively by advance booking in the official electronic queue during the trial stage. It lists ID-card and international-passport applications and exchanges, including replacement of lost or stolen travel passports and exchange of the 1994 booklet for an ID card. Published opening hours are 08:00–16:00 local time, with current service availability and booking conditions to be checked on the centre’s official site. Use the government opening notice to identify the location and the centre’s booking link to obtain an actual slot; do not assume the announcement establishes walk-in access.
Budget for several fee components and allow for delivery
The Burlington international-passport service page lists ordinary production at up to 20 working days excluding delivery and urgent production at up to seven working days excluding delivery. Its ordinary administrative and document component is UAH1,147; urgent processing is UAH1,787. Both also show CAD210 for the enterprise’s service and UAH400 for dispatch organisation, excluding bank commission. These are separate currency components, not a single Canadian-dollar price.
The page instructs applicants to pay at the centre through its online service using a smartphone and bank-card details, and to return for collection following notification. An urgent production label should not be interpreted as a guarantee that a usable passport will be in the applicant’s hands seven days after booking. Delivery and checks can affect the complete timetable. Use the Burlington passport page for the current fee breakdown and required preparations, and confirm the expected end-to-end period before relying on the document for a planned international journey.
Children’s attendance and foreign birth records need advance preparation
The centre has a separate international-passport page for children below 14. It says that from age 12 the child must attend both application and collection, and that photographs for children aged 12 or above are taken at the centre. For younger children who may have difficulty being photographed, the page describes the option of bringing a compliant studio photograph and links the detailed specifications. Parents should check those specifications rather than assume any school photograph is acceptable.
The child-service guidance also warns that a foreign-issued birth document may need legalisation and a notarised Ukrainian translation. Depending on the circumstances, proof of registration as a Ukrainian citizen may be required. Establish that evidence before travelling to an appointment, especially for a first passport for a child born abroad. A parent’s Ukrainian document does not remove every child-specific documentation step. Use the child-service page for attendance and photograph planning and the centre’s document instructions for the particular citizenship and birth-record case.
Combined ID and travel-passport applications follow a distinct timetable
The Burlington combined-service page lists different packages for ID-card exchange and international-passport production. For one ordinary ID exchange plus one travel passport it shows UAH1,765 for the administrative and document component, UAH800 for dispatch organisation and CAD350 for enterprise services, excluding bank commission. Applicants should choose the package matching the documents actually required rather than add together prices from unrelated services.
The State Migration Service’s explanation of the simultaneous-document procedure, effective from 25 December 2025, confirms that applications can be made at Passport Service centres abroad and gives an overseas processing period of up to three months. Read that alongside the centre’s production figures, which exclude delivery. Ask the centre which timetable applies to the proposed combined application before buying non-refundable travel.
Keep the current travel passport and supporting identity records available while discussing exchange. The migration service’s passport guidance advises bringing previously issued passports so the authority can determine cancellation, return or retention as a second valid passport. Neither a booking confirmation nor a payment receipt replaces a completed travel document. The new centre improves access, but document issuance and permission to enter another country remain separate matters.
