An invitation does not complete the immigration process
Foreign students planning studies in Ukraine need to distinguish a university offer, an invitation, a visa and a residence permit. The official Study in Ukraine application guide describes these as separate stages. This current guide, checked on 2 November, does not announce a new admission window or suggest that an academic offer guarantees entry.
The portal allows up to 20 applications and lists a once-paid UAH3,100 application charge. After an offer is accepted and documents are checked, the university issues a digital study invitation valid for six months. Applicants who need a visa are directed to obtain a Type D student visa through a Ukrainian embassy or consulate. The guide lists a passport, signed form, photograph, health insurance, consular-fee evidence, invitation and biometrics among the requirements. Confirm the current consular charge and any nationality-specific exemption with the receiving mission; the portal application charge is a different payment.
Use the digital account for official communications
The Ukrainian State Center for International Education explains that an applicant’s digital account is the official channel for communicating with educational institutions. It is used to send applications and digital copies, receive educational offers, respond to them and receive invitations. The account can also carry messages about visas, recognition of foreign educational records, residence permission or refusal decisions.
Keep access to that account throughout the process and read requests for additional verification material promptly. An offer accepted in the account should not be treated as proof that a consulate has granted a visa or that migration officials have issued residence permission. Each authority’s separate decision still matters. Use the linked digital-account explanation to identify which messages and documents belong in the system before relying on an intermediary’s informal update.
Prepare for a land-border journey and transit rules
The government’s border-control page says there are currently no direct flights to Ukraine. It identifies land entry through Poland, Slovakia, Hungary, Romania and Moldova, and reminds students to obtain any transit permission required for the countries on their route. A Ukrainian study invitation does not establish admission rights in a neighbouring country.
That page tells students to carry the passport, appropriate student visa, invitation, health insurance and evidence of sufficient financial support. It gives cash or a bank card accompanied by a bank statement as possible financial evidence. Before travel, students must enter the expected date, time and place of border crossing in the digital account. Use the border-control resource to prepare those records and coordinate the proposed crossing with the university. The published route description is an administrative guide, not assurance that an individual crossing or journey will be available on a particular day.
Leave time for the separate residence application
The State Migration Service says study-based temporary residence permission is issued for the study period recorded in the institution’s order. Supporting records include confirmation of actual study and the institution’s undertaking to notify the service if enrolment ends, alongside the general immigration documents. A digital invitation used for entry therefore does not replace evidence of continuing enrolment.
The service publishes a 15-working-day issuance period after submission and requires documents for exchange on expiry no later than 15 working days before the existing permit expires. Students should work back from their own recorded expiry, allowing time for university records and appointments. Use the Migration Service’s issuance page with the institution’s international office to check the applicable evidence and submission arrangements. No guaranteed appointment availability is established by the published processing period.
Budget for the current residence-document charge
The Migration Service’s 2026 tariff notice lists UAH1,140 for a temporary residence permit from 1 January: UAH452 for the administrative service, UAH654 for the document and UAH34 state duty. This is separate from the portal application charge, any consular visa fee, insurance and tuition. Use the tariff notice to check the residence-document amount before obtaining the payment instructions for the actual application.
