Temporary Mercosur residence has a defined renewal window

Uruguay’s National Migration Directorate guidance, updated on 20 October 2026, describes temporary Mercosur residence as a two-year permission renewable once for the same period. Renewal must be requested within the 90 days before expiry. This is a current procedural guide for eligible residents, not an announcement of a newly introduced November residence programme.

The temporary-residence page identifies identity, criminal-record, birth or naturalisation and health documentation. Criminal-record evidence relates to countries where the applicant lived during the preceding five years for more than six months. Children have separate parental-authorisation requirements and are exempt from the criminal-record requirement. Before starting a family application, establish which documents concern the adult and which concern the child; a parent’s completed file does not automatically establish the child’s permission. Use the temporary Mercosur page for the renewal timing and the route-specific checklist rather than assuming a current identity card alone proves that residence has been renewed.

Permanent Mercosur residence is a different application with nationality conditions

The separate permanent Mercosur page identifies eligible nationalities as Argentina, Brazil, Chile, Bolivia, Paraguay, Peru, Ecuador, Colombia, Venezuela, Suriname and Guyana. It provides an application route distinct from temporary Mercosur residence. Applicants should identify the status they actually seek before paying, rather than assume that two years of temporary permission automatically converts into permanence.

The permanent-residence page lists a base charge of 557.30 indexed units and a migration certificate charge of 55.70 indexed units. It states that permanent residence for Brazilian and Paraguayan nationals is exempt from the residence cost under reciprocity arrangements. That exemption should not be assumed to remove every separate identity-document or travel charge. The values are expressed in indexed units, with periodic adjustment, rather than a fixed foreign-currency price. Use the current payment assessment when budgeting. The page also warns that the identity document used to book must match the one presented at the hearing; a renewed document should be accompanied by the old document where the instructions require it.

Travel while residence is pending requires another check

The government’s re-entry-permit procedure applies to a foreigner whose residence case is unfinished and who intends to leave Uruguay and return. It requires a permit for each departure while the case remains pending; the page says this procedure is no longer required once residence has been granted. The distinction is the status of the residence decision, rather than whether the traveller has already paid for the application.

The checklist identifies a valid travel document, the identity document showing residence in process and applicable written evidence. A representative needs a notarised authority issued less than 180 days earlier, together with evidence of the travel document. The published charge is 225.60 indexed units per journey. For online filing, the authority examines the request and can ask for corrections; the permit is emailed after payment, processing and acceptance. An illustrative applicant with a family visit abroad should obtain that accepted permit before relying on the pending residence file for the return journey. Paying alone is not the completed document.

Renew the identity card through the identification authority

The National Civil Identification Directorate’s separate renewal procedure requires the existing identity document, or the specified loss or theft evidence, and the renewed temporary Mercosur residence certificate from Migration. This establishes an important sequence: the identification authority needs evidence concerning residence, while an identity-card appointment does not itself renew the immigration permission.

The renewal page lists 2026 charges of UYU443 for ordinary processing and UYU886 for urgent processing, with possible operational charges through some payment channels. The holder must attend the booked appointment personally. A child under 14 must be accompanied by an adult with valid identification. Different rules apply to a possible fee exemption following theft or robbery, which the authority assesses; loss should not automatically be represented as the same exemption.

Before a renewal or trip, compare three records: the residence expiry and renewal window, whether the immigration case is pending or granted, and the identity document’s status. The temporary-residence, re-entry-permit and identification pages each perform a different function. Keeping those actions separate avoids mistaking one paid appointment for completion of every obligation.
