Identify whether you are applying as an investor or a resident-company founder
Investors considering Uzbekistan’s information technology (IT) visa should check the current criteria before committing funds. The Justice Ministry’s March 2026 legal-information notice describes a foreign investor financing an Uzbekistan-resident IT legal entity by at least the equivalent of USD 30,000, or holding a share worth at least that amount in its charter capital. For a founder of an IT Park resident, the notice likewise describes a minimum USD 30,000 charter-capital share.
These are category-specific conditions, not a visa application fee or a universal requirement to deposit money with an agent. A person applying as an employee, startup participant or university academic should establish their own category rather than assume that the investor test is the only route. For an investor, identify the recipient legal entity and the financing or ownership evidence before arranging the personal immigration application.
Do not rely on the old USD 10,000 service description
The older my.gov service page still defines an investor by financing an IT legal entity under an agreement for at least USD 10,000. Its founder description does not mention the newer minimum capital share. These omissions matter: meeting the older displayed amount alone does not establish compliance with the revised criteria. The service’s general “automatic” label also should not be read as a guarantee that the substantive recommendation will be approved.
That page separately explains that obtaining IT Park resident status involves registering an Uzbekistan legal entity, carrying on permitted activities and submitting an economically justified business plan. Company resident status and an individual IT visa recommendation are different steps. A founder should establish the company’s actual resident status before relying on that category. The service links to the application site and publishes 1345 for service enquiries; confirm the current investor application channel rather than sending funds in response to an unofficial offer. Check that distinction before selecting an application form.
Use the amended recommendation regulation for the supporting file
The current Uzbek-language regulation on LexUZ asks an investor for information about the IT investment project, bank evidence of the required investment amount and a letter from the Uzbekistan-resident legal entity about implementing the project, or evidence of establishing the legal entity. A representative acting for an investor company also supplies the decision confirming authority to act. A founder’s file includes evidence of the qualifying capital share, the resident company’s certificate and its supporting letter.
The regulation says recommendation applications, issuance and extensions are free. That does not establish that a later consular visa or unrelated company service is free. Its process gives the expert group twenty days to consider the recommendation and permits an interview where necessary. Plan for that assessment instead of interpreting a separate visa-processing period as the total time needed from an incomplete recommendation file. If refused, applicants may reapply after correcting the deficiencies underlying the refusal. A further submission does not guarantee a recommendation.
Separate the recommendation from visa issuance and present stay
Cabinet Resolution 408, in the version incorporating the 2025 amendments, provides an IT visa for up to three years with extension without leaving Uzbekistan. For eligible citizens of visa-exempt countries it provides an IT Park recommendation equated with the visa, rather than requiring the same visa document for everyone. Establish the correct nationality-based document before asking where a visa sticker will be placed.
For a person abroad, the provisions describe the Directorate sending the recommendation, passport copy and prescribed questionnaire to the Foreign Ministry. The in-country provisions identify particular non-electronic business, guest and compatriot entry visas; they do not promise conversion from every tourist e-visa. Ask the competent authority whether the existing entry category permits the intended application.
The three-day visa period is separate from recommendation assessment. No reviewed provision establishes that preparing a recommendation file extends existing stay. Keep the current immigration deadline in view.
