The certificate is a family route, not a general tourist exemption

Overseas Vietnamese and qualifying foreign spouses or children need supporting evidence when applying for Vietnam’s family visa exemption certificate. Government guidance published by Hoa Lac Hi-Tech Park describes a certificate lasting up to five years, ending at least six months before the linked passport or travel document expires. Its purpose is family visits and personal business. This guide explains the existing route; it does not announce a new residence concession.

The guidance asks overseas Vietnamese for evidence of Vietnamese origin or former nationality. Foreign relatives need documents establishing the qualifying spouse or child relationship. The file includes the travel document, application declaration and two photographs. Use the government’s How to Apply resource to identify the evidence for the applicant’s category. A person without ordinary origin documents should ask the competent Vietnamese mission how it assesses alternative evidence rather than assume that a family account alone is sufficient.

Follow the competent mission’s document and delivery instructions

The Vietnamese embassy in Canada provides a local filing checklist for both categories. Its examples of origin evidence include a Vietnamese passport, birth certificate, identity record or relevant nationality decision. For a foreign spouse or child, it lists marriage, birth, adoption or other accepted relationship records. These documents serve different purposes, so applicants should not submit an origin document in place of a required relationship record.

The embassy permits applications in person or by mail. A postal application needs the specified prepaid return arrangement, and the embassy warns against regular mail for passports. Keep the return tracking number and a record of the passport details. Its page gives processing guidance for complete files, but that should not become a promised travel date for a case needing further evidence. Canadian authentication and delivery instructions are local arrangements; applicants elsewhere need the instructions of their own competent Vietnamese mission.

Check the certificate charge rather than a long-term visa price

Vietnam Government News reports the fee schedule under Circular 28/2026, effective from 1 April 2026. It lists US$10 for issuing or reissuing a visa exemption certificate. The same schedule separately lists US$155 for a multiple-entry visa valid for more than two years and up to five years. Those are different products: the shared reference to five years does not make their fees interchangeable.

The Canadian embassy asks applicants to confirm the current payable amount and payment method with its consular service. A refused application does not receive a refund. Obtain local payment instructions before sending money.

Prepare the separate pre-arrival information

The Vietnamese consulate in Fukuoka’s pre-arrival notice explicitly includes people of Vietnamese origin travelling on foreign passports with five-year exemption certificates. It directs travellers to the Immigration Department’s pre-arrival portal within seventy-two hours before expected entry, with a clear passport image, the entry document, flight details and the address in Vietnam. The resulting QR code should be saved or printed for inspection.

This declaration is separate from obtaining the family certificate. The consulate describes a phased airport rollout, whereas the UK government’s current entry guidance still describes the Tan Son Nhat declaration as encouraged rather than mandatory. The difference should be checked with the Vietnamese authorities for the actual airport and travel date. Completing the official declaration is a practical way to prepare without claiming that every border crossing has the same verified obligation.

The Fukuoka notice also distinguishes immigration information from customs declarations. It identifies cash exceeding US$5,000, or equivalent foreign currency, and Vietnamese cash exceeding VND15 million as declaration cases. A family exemption certificate does not remove these separate border obligations; prepare the appropriate declaration if travelling with amounts above those limits.

Use the individual entry record to track the permitted stay

A certificate’s multi-year validity should not be treated as permission to remain continuously until its expiry. The UK entry guidance tells British passport holders to inspect the departure date recorded at border control and to enter and leave using the same passport. For a certificate holder, the immediate tasks are to travel with the supporting entry document, resolve any discrepancy before leaving the checkpoint and track the actual departure deadline.
