Workers changing employers in Zambia need a permit variation

A current-rule guide explains the release letter, sector-specific charges and why an electronic application does not itself authorise a new job.

Prepare the employer-change pack before moving jobs

A foreign worker holding an Employment Permit in Zambia should arrange a permit variation when moving to another employer. The Immigration Department's employment checklist requires a covering letter from the concerned employer, an appointment letter, offer or contract, a release letter from the previous employer and the prescribed fee. Ask both employers for their documents before setting the proposed start date.

The page also has a different employer-change checklist under Residence Permits, requiring certified qualifications and an applicant’s covering letter. Select the section matching the permit held. If the role also changes occupation, identify that separately: the department lists an occupation-change application with an appointment letter and certified professional certificates.

Keep current permission separate from the application receipt

The department-hosted Immigration and Deportation Act 2010 allows an application to change temporary residence status or its attached conditions. It also says that submitting such an application does not itself change the person's status or authorise remaining in Zambia while a decision is pending. A payment receipt should therefore not be treated as permission to start the new job or as an extension of a permit nearing expiry.

The Act requires temporary permit holders to comply with their stated conditions and prohibits gainful activities outside them. Before the current job ends, ask Immigration what permission will cover the interval, whether renewal is needed and when the varied conditions take effect. No universal employer-change processing deadline or automatic interim work permission was established from the public material examined. A proposed contractual start date cannot answer those immigration questions.

Choose the correct employer sector and payment total

The current Immigration fee page separates private-sector services from government, quasi-government, NGO and other nonprofit services. For a private-sector Employment Permit employer change, the statutory amount is ZMW12,000. The table adds ZMW120 for card payment, producing ZMW12,120, or ZMW60 for mobile money, producing ZMW12,060.

For the government and nonprofit group, the corresponding statutory employer-change charge is ZMW4,667. Its published totals are ZMW4,713 for card payment, including ZMW46.67 administration, and ZMW4,690 for mobile money, including ZMW23.33. The displayed totals omit the fractional kwacha in those component sums; check the generated invoice for the payable amount. These are distinct sector rows, not competing prices for an identical category. Check which row the new employer belongs to before accepting the generated bill. Adding an occupation change or another service can create further charges, so the employer-change amount alone is not necessarily the whole application cost.

Find the existing permit in the electronic service

The department's eServices user guide describes a variation route through My Workplace: find the existing permit under Available Permits, enter its details and select the services requested. It allows several variations to be combined, with their fees included in one bill. Review the selected services carefully so an unwanted change is removed before proceeding.

Complete the resulting forms, upload the supporting records and preview the generated application before confirmation. The guide then directs the applicant to review the electronic bill and retain the payment receipt. Its wording allows the portal to locate either valid or expired permits. That describes a system function; it does not override the legal requirement for permission to remain or work. Use the guide to understand the process, but check the live portal's current document and payment instructions rather than assuming an older screenshot controls today's interface.

Do not infer commencement from the new Act’s publication

Parliament published the Immigration Control Act 2026 after assent on 31 March 2026. Its commencement clause says the minister must appoint its operative date by statutory instrument. Publication and assent alone therefore do not establish that every new provision applies to an employer-change application today.

The public checks for this guide did not establish the relevant commencement instrument or transition instructions. Ask Immigration which legislation and regulations govern the file, particularly if an official refers to the new Act. The practical checklist and sector fee page remain useful published departmental instructions, but they do not resolve that legislative timing question. Preserve the current permit and application records until the department confirms the decision and applicable conditions.
