Zimbabwe employment-permit renewals require an understudy evidence file
Current guidance: foreign employees and sponsors need to prepare recruitment and understudy evidence, distinguish renewal from a job change and budget the correct permit fees.

Renewal is an evidential application, not a payroll extension
Zimbabwe employers preparing a Temporary Employment Permit renewal should assemble the understudy evidence before treating the next contract period as secured. The Department of Immigration’s current requirements page specifically retains the curriculum vitae and qualifications of the person identified to understudy the expatriate in its extension checklist. This is a guide to the existing process, not a new November employment concession.
The renewal file also calls for a request to the Chief Director of Immigration, the current permit, company records and the prescribed fee. Extending an employment contract does not itself extend immigration permission. Employers therefore need a timetable that allows the supporting corporate and training evidence to be assembled before the worker’s authorised period ends.
Identify whether the activity requires employment permission
The Zimbabwe Embassy in Canberra describes the permit as authority for a foreigner to work for an organisation or registered company in Zimbabwe. Its explanation of work includes paid and unpaid activity in the interest of a business operating in the country. A project should consequently not be classified as an ordinary visit merely because the overseas participant is unpaid.
The embassy identifies scarce-skilled professionals, journalists on assignment, personnel on short contracts and foreign researchers among relevant applicants. Researchers must first obtain Research Council clearance. These examples help identify the responsible route; they do not mean that anyone in an occupation automatically qualifies. Professional or research clearance and immigration authorisation answer different questions.
The embassy’s page directs permit applications to the Department of Immigration in Harare. Because it also carries older physical-office details, applicants should confirm the current submission channel with the department rather than travel to an address solely on the basis of that page. The resource is useful for understanding the scope of work permission, while the departmental checklist is the stronger starting point for the actual document file.
Prepare recruitment, personal and corporate evidence together
For an initial application, the department lists the residence form I.F.5 and temporary-employment form, passport evidence, photographs, a CV, contract, notarised qualifications, radiological evidence and a police clearance no older than six months from the country of origin or last permanent residence. It also requests a local newspaper advertisement, shortlisted candidates’ CVs and contact details, and the identified understudy’s CV and qualifications.
ZIDA’s Investor Rights and Obligations guidance explains the investor-side purpose of this evidence. It says qualified senior expatriate staff must first obtain work permits and then be registered with the National Social Security Authority. Its One Stop Investment Services Centre can facilitate the processes. Investor status consequently is not a substitute for the recruited individual’s employment authorisation.
ZIDA also emphasises recruitment of the general workforce locally and efforts to transfer expatriate skills and knowledge to local workers. For an investor-sponsored appointment, the useful next step is to align the immigration understudy file with a real training plan. Record the intended skills and responsible local colleague rather than treating a CV as a purely administrative attachment. Use ZIDA for investment facilitation and Immigration for the permit decision; their functions are connected but distinct.
Budget the correct fee and obtain authority for changes
The Department of Immigration Fees page lists US$500 for ordinary and short-term temporary employment applications and US$500 for an ordinary extension. The requirements page separately identifies US$300 per dependant and describes the application charge as non-refundable. Ask for a payment breakdown identifying the principal application and each accompanying person rather than interpreting US$500 as an entire household package.
The department-hosted Immigration Regulations explain why renewal and a change of employer are different matters. Section 23 ties the permit to the stated occupation and specified employer unless the Chief Immigration Officer authorises otherwise. It provides for written applications to change those conditions. An employer change should therefore be raised expressly rather than concealed within a routine extension request.
The same published text requires departure when an employment permit expires without renewal, unless another lawful authority to remain exists. The accessible requirements do not establish a universal number of days before expiry for filing, nor an automatic continuation of work rights while a request is pending. Use the individual permit’s expiry as the controlling planning date and obtain departmental instructions early. The regulations PDF is an older government-hosted compilation; confirm current procedural directions and any later amendments with Immigration before relying on its historical duration or fee provisions.
