Moving & Living - Ecuador - Complete Guide

Move to Ecuador in 14 practical steps: e-VISAS, employment and remote work, pension residence, schools, cédula, RUC, banking, urban rentals, IESS healthcare and Quito transport.

A Quito routine may revolve around La Carolina and the Metro, a university in Cumbayá or a school in Puembo. Cuenca connects a different set of journeys around its historic centre and rivers. This guide turns those choices into a moving sequence: select the residence route, prepare the right evidence, arrive lawfully, obtain a cédula and establish the home, payments and care your household needs. Mainland residence and Galápagos residence follow different rules.

Follow your moving journey

Start at step 1, or jump to the task you are working on.

Before departure

01Choose a mainland base around your daily journeys

Start with the places you must reach repeatedly: an employer, school, university, clinic and immigration appointments. Quito's north-central La Carolina and Iñaquito put you near park space and Metro stations; Cumbayá suits a routine centred on Universidad San Francisco de Quito, while Puembo is relevant to families considering Colegio Americano de Quito. These are different journeys. A house advertised as “Quito” may require a substantial trip across the valleys.

QuitoLa Carolina, Iñaquito, Cumbayá or PuemboWhether your office or school is on the Metro corridor or in a valley.
CuencaCentro Histórico, El Vergel and the Tomebamba corridorWalking access, river crossings, building noise and proximity to your clinic.
GuayaquilUrdesa, Kennedy and routes to the MalecónWorkplace access, heat, transport arrangements and the current security situation.

Guayaquil and the coast need a current security assessment before a housing commitment. At this review, the UK FCDO advises against all but essential travel to Guayas and six other coastal provinces; airside transit in Guayaquil Airport is excepted. Read the geographical detail and ask your insurer how it affects your policy. This is a material relocation consideration, not a description of every street. Current Ecuador travel advice

Spend your first accommodation period trying the intended journeys at the hours you will use them. Inspect the walk from a station, the building entrance, nearby food shops and actual internet service. Photographing a pleasant square does not establish that a particular property is suitable.

Galápagos is a separate decision. Mainland residence permission does not establish island residence. CGREG has its own categories and sponsorship procedures; employment cases include a contract, local employment-search certification and the foreigner's work visa. Obtain the applicable island authorisation before planning a move to Santa Cruz or San Cristóbal. CGREG residence procedures

02Select your residence category and submit an e-VISAS application

Tourist admission, residence and permission for your intended activity must be considered separately. Use Cancillería's category directory to identify the factual basis of your application: employment, pension, remote work, study, family, investment or a nationality-specific agreement. A visitor's allowed stay is not an ordinary settlement route. Official temporary-residence categories

  1. Match the category to the evidence you can produce. For an employed-worker application, obtain the contract and its Ministry of Labour registration certificate. Employment residence requirements
  2. Create your own account in the official e-VISAS portal, verify your email and select Nuevo Trámite, then Nueva Visa and the appropriate category. Upload the requested passport, photograph and supporting files. Official e-VISAS application service
  3. If applying inside Ecuador, include evidence of your current lawful status. The current service instructions accept the applicable tourist-stay authorisation or a valid visa; an expired entry allowance is not replaced by merely opening an application.
  4. Pay the first application fee immediately. Current instructions say unpaid applications are deleted at 23:55 Ecuador time on the day entered. Keep the payment confirmation and monitor your account for requests to correct documents. Current online procedure and payment deadline
  5. After approval, pay the issue charge and download the visa and any corresponding identity-card order. Read the dates and conditions on your actual documents.

Family members need their own assessment. Amparo covers eligible children, spouses and legally recognised partners of a temporary resident. Establish the relationship with the required civil documents; its validity follows the sponsor's permission. Adult children and category-specific income additions require particular attention. Family residence requirements

The category directory also includes Mercosur and the Andean Migration Statute. Use their specific eligibility pages if your nationality qualifies. Cancillería's March 2026 e-VISAS guide recommends applying at least 30 days before travel or visa expiry and explains that the legal response period can be up to 60 days. It also describes maintained status during processing for an application submitted while lawfully present. Retain the formal paid application record and ask the authority how that protection applies to your case; it does not turn an unpaid draft into lawful residence. 2026 e-VISAS instructions

Before departure and before starting the activity

03Put your job, overseas work or business on the correct footing

For local employment, ask human resources who registers the contract, who supplies the immigration evidence and when payroll starts. The Ministry of Labour distinguishes private-sector foreign employment from public service: private employers do not need a separate autorización laboral for a foreign worker, while public-sector foreign appointments have their own authorisation requirements. That distinction does not dispense with lawful immigration status or an appropriate residence category. Official employer guidance for hiring foreigners

Your employer must affiliate you to IESS from the first day of work and submit the aviso de entrada within the first 15 days. Request the registration confirmation and subsequently compare your contribution record with payslips. IESS employer registration duties

For overseas work, the Visa Nómada is a real category. Its official requirements cover services for employers or clients domiciled abroad, or ownership of a company domiciled abroad. They require foreign-source income of three SBU per month over the preceding three months, or 36 SBU for a year, supported by international account statements. Using the 2026 SBU of USD 482 gives USD 1,446 monthly or USD 17,352 annually; these are calculations from the official rule. Add the applicable USD 250 monthly for each person sponsored and arrange insurance covering Ecuador for the visa period. Official remote-work requirements 2026 SBU agreement

Ask an overseas employer to confirm your working location, time zone, data-access arrangements and whether it can support the contract evidence. An Ecuadorian client is a different arrangement from the foreign-client basis described above. For independent local services, choose the relevant autonomous-work category and establish the SRI registration and invoicing obligations before trading. Autonomous-work category RUC and taxpayer workflow

Before committing to the move

04Build a dollar budget and establish your tax position

Build the budget in US dollars. Separate funds spent once, refundable sums locked up in deposits, and monthly commitments. The visa income threshold is an eligibility test; it is not evidence of what your household will spend in Cuenca or Quito.

Visa tariffs: work and pension. Other amounts: identity order, cédula, Quito fares and IESS contributions. Age and recognised-disability reductions have specific conditions; obtain the applicable calculation rather than subtracting them automatically from an overseas application.

Hypothetical calculation: if a lease quotes USD 600 rent, USD 70 alícuota and a USD 600 refundable guarantee, the first rent, building charge and deposit require USD 1,270. This is arithmetic using invented quotation inputs, not a market price or legal deposit standard. Add actual flights, temporary accommodation, translation, moving freight and insurance quotes. For recurring expenses, record rent, alícuota, water, electricity, internet, groceries, healthcare, transport and school costs separately.

SRI tax residence includes a 183-days-or-more presence test and other economic or family-interest tests; do not use the visa label as a tax answer. Keep arrival and departure records and have overseas salary, pension, investment income and home-country obligations reviewed together. SRI's 2026 individual table starts with a USD 12,208 zero-rate band on the taxable base, followed by progressive rates up to 37%; gross income and taxable base are different. Current income-tax law 2026 individual tax table

The specific temporary fiscal-residence regime also has its own election and conditions. It is not an automatic benefit of the nomad visa. Resolve eligibility with SRI before making a foreign-income exemption assumption. Fiscal-residence regulation

Optional: before departure for children or students

05Arrange school placement or university admission before choosing a lease

Ask which school calendar applies to the institution and your arrival date. A midyear arrival needs a placement plan, not just a future registration window. For a public-school move, use the Ministry's Juntos service and the educational district responsible for the address. Its late-arrival instructions direct families arriving from abroad to present identity documents and legalised academic records to the district; the institution then handles the required levelling and assessment. Public-school enrolment District procedure for students arriving during the school year

  1. Gather passports or other accepted identity documents, birth records, report cards and records of completed grades. Ask the receiving institution which records need legalisation or translation.
  2. Discuss grade placement, language support and additional learning needs before paying a reservation fee. Obtain a written schedule covering tuition, enrolment, transport, meals and supplies.
  3. For Colegio Americano de Quito, use the current admissions page. It now lists Puembo, not the Carcelén address still appearing on an older portal. Applications include family and applicant identification and photographs; grade-specific assessment may require birth records, previous reports and questionnaires. Admission depends on review and space. Colegio Americano de Quito admissions
  4. Test the school journey from each proposed home, including the school-bus pickup point. A north-central apartment and a Puembo campus should not be treated as the same neighbourhood.

For a full university degree, Universidad San Francisco de Quito is a practical starting point in Cumbayá. Its international process requires a school-leaving qualification recognised in Ecuador and immigration status enabling study. Contact admissions for the programme's academic process and send the required colour copy of your student visa to its Office of International Programs before formal admission and classes. Acceptance correspondence alone does not complete this process. USFQ international undergraduate admissions

Keep an alternative institution and start date in your plan until placement is confirmed. A household lease should not depend on an unconfirmed seat.

Optional: before departure for pension-funded residence

06Document your pension and plan ongoing care

Ecuador has a genuine jubilado residence category. Its evidence is a pension paid by a foreign public or private institution, not simply a savings balance. Obtain a formal certificate from the pension provider and account records connecting the pension to the payments you receive. Ask about apostille or legalisation and Spanish translation before requesting the final certificate.

The published threshold is three SBU monthly, calculated at USD 1,446 using the 2026 SBU. The pension-category page requires additional monthly income of USD 250 for each person sponsored and national or foreign health insurance valid for the visa period; a foreign policy must expressly cover Ecuador. Jubilado requirements 2026 minimum-wage basis

  1. List the pension holder and each family member requiring residence. Submit the relationship evidence for their appropriate applications.
  2. Ask the pension payer how it handles an overseas address, proof-of-life requests, withholding and payment to your existing or future account.
  3. Arrange insurance that satisfies the visa and the household's actual treatment needs. Identify access to your medicines and specialists in the chosen city.
  4. If considering voluntary IESS, budget on the applicable pension income. IESS says a foreign pensioner's contribution base relates to the pension received abroad and may request documentary support. It is not automatically the minimum-wage base. Foreign-resident and pensioner contribution requirements

Keep access to the original pension account until local banking and transfer arrangements work. Explain beneficiaries and emergency contacts to a trusted household member, and carry treatment summaries to make the first medical appointment useful.

Before departure, after choosing the visa category

07Prepare your originals, freight and pet timetable

Keep originals, readable scans and a checklist of issue dates. Visa services generally request a passport with at least six months' validity and adult police records from the country of origin or countries of residence during the previous five years. A federal-country certificate must cover national records. The published 180-day police-record rule is measured from issue to the applicant's last entry into Ecuador; plan the document and travel dates together. General application documents

For civil records used in identity registration, Registro Civil distinguishes apostille/legalisation and translation. Foreign translations require the appropriate authentication; a translation made in Ecuador needs notarial recognition of the translator's signature. Identify the records needed for your own marital, educational and family data rather than translating a whole archive without purpose. Civil-record and translation requirements

Give a freight agent the inventory, ownership and intended residence details before booking shipment. Passenger personal effects and taxable goods have different customs treatment. Do not assume that every container of used household belongings automatically qualifies for a returning-migrant concession. Ask SENAE which import procedure fits your shipment and obtain the answer before loading. SENAE passenger and customs guidance

Dogs and cats: send Agrocalidad's actual checklist to the veterinarian and exporting country's official veterinary authority. The export health certificate must be issued or endorsed by that authority no more than ten calendar days before entry and be in Spanish or English. The animal must be older than three months; arrange the stated vaccinations and parasite treatments, and observe the 14-day interval after a first rabies vaccination. Notify the Agrocalidad border staff 72 hours before arrival. Their checklist includes the different dog and cat vaccines and the clinical examination timetable; airline acceptance is separate. Official animal-entry checklist

On arrival

08Enter under the right status and organise the first few days

Carry your passport, approved visa where applicable, arrival address, insurance evidence and supporting travel documents. Present the intended purpose consistently with your permission. For a British citizen tourist, current UK guidance describes up to 90 days in a 12-month period; that nationality-specific rule must not be treated as universal visa-free admission. Establish your own nationality's entry requirements through Cancillería before travelling. Current British-passport entry guidance Cancillería residence services

At immigration, ensure your entry is recorded and retain the entry evidence. Travelling overland from Peru or Colombia has additional criminal-record procedures and exemptions that do not apply identically to an airport arrival. Use an official checkpoint, even if a bus would otherwise continue without stopping. Land-entry and registration instructions

For applicable customs declarations, follow SENAE's current Formulario de Registro Aduanero, or FRA. Taxable goods and cash or equivalent specified instruments totalling USD 10,000 or more trigger declaration requirements. The current air-traveller page directs you to have the QR or PDF ready before customs control. Use its linked form and retain a copy; a declaration is not a calculation of every tax that might apply. SENAE air-arrival instructions and FRA

  1. Arrange transport to the exact temporary address and verify who will admit you if arriving late.
  2. Get a local phone connection, store your accommodation contact and save offline copies of the visa and appointment documents.
  3. Check the e-VISAS issue documents for an identity-card order and its validity before reserving a Registro Civil visit.
  4. Keep the first days available for administration, house viewings and essential shopping rather than committing to immediate freight delivery at an unconfirmed home.
After residence approval and the relevant identity order

09Obtain your cédula and register economic activity where required

The cédula de identidad is the resident identity document. It follows the immigration process. Check whether e-VISAS generated the orden de cedulación with the approved visa; the order service says it is generated automatically where applicable after the second payment. A separate order has a published regular USD 10 fee and 15-working-day validity. If one is missing or needs reissue, use the order service for the correct channel rather than submitting a second residence application. Identity-card order service

  1. Select an agency from Registro Civil's current foreigner-service list. The list covers many locations; older advice restricting every first application to three central-city offices is incomplete.
  2. Bring the order, payment evidence, passport and visa, plus the civil records required to establish your particular data. Pay the published USD 5 first-issue charge through the accepted agency channel.
  3. Attend for document checks, fingerprints, photograph and signature. Confirm spelling, nationality and civil details before accepting the card.
  4. Ask about collection if that office does not print cards. Same-day delivery applies to agencies with printing facilities; the service specifies collection within 90 calendar days after data capture. Current foreign-resident cédula service

If conducting economic activity, establish the Registro Único de Contribuyentes, or RUC, through SRI. Identify the activity, address and applicable tax regime, provide the foreign-resident documents required in its checklist and obtain access to SRI's online services. Review the resulting taxpayer certificate for invoicing and declaration obligations before issuing customer bills. A cédula number alone does not tell you which filings are due. SRI RUC registration and obligations

Maintain a calendar connecting visa expiry, identity-card validity, tax filing and contribution payments. Save the originals of each issued document alongside the downloadable versions.

After your visa and identity documents are available

10Open an account through a channel that accepts your status

Banco Pichincha's own foreigner guidance distinguishes temporary and permanent visas: temporary-visa applicants attend an agency, while eligible permanent-visa applicants can use its digital process. Its listed evidence includes a passport and valid visa, an employment certificate for employees or RUC for independent workers, an Ecuadorian personal reference, spouse details where applicable, and valid contact information. Pichincha foreign-account instructions

  1. Before the branch visit, describe your category and income source. A pensioner or overseas remote worker should ask which evidence substitutes for documents describing local employment; the published checklist does not resolve every such case.
  2. Bring originals and the requested copies, including your cédula if issued. Use a phone number and email you will continue to control.
  3. Get the product tariff and account conditions in writing. Confirm opening funds, card charges, cash-withdrawal charges and international transfer requirements for that actual account.
  4. Activate online access yourself, test a small transfer and check how to recover access after losing a phone.

Ask a landlord for the beneficiary's full account details and payment reference before sending rent. Retain the transfer receipt with the lease. For an overseas transfer, keep proof of source and the exchange calculation if the sending currency is not dollars; the recipient amount can be reduced by intermediary charges.

Carry a modest supply of small-denomination cash for the first journeys and purchases, while retaining a working backup card. A successful account application is useful only if you can withdraw or pay when needed. Do not close the overseas account receiving salary or pension before completing a real payment cycle.

After testing the neighbourhood and confirming household needs

11Inspect the home and put the rental terms in writing

Translate the financial vocabulary before comparing properties. Canon is rent, garantía the security sum, and alícuota the building's shared-service charge. Ask whether the quotation includes furniture, parking, internet or any utilities; a lower canon with several extras can be a different monthly commitment.

  1. Inspect the actual apartment, water pressure, hot-water arrangement, locks, ventilation and appliances. Ask to see recent utility bills and the building's rules on pets, visitors and work from home.
  2. Confirm the owner or authorised representative's identity and authority. Record the exact unit, start date, occupants, rent due date, permitted use and payment account.
  3. Agree the guarantee amount, receipts, permitted deductions, return procedure, repairs and responsibility for alícuota changes. Obtain the explanation before transferring funds.
  4. Complete an acta de entrega-recepción or equivalent signed condition record with photographs, meter readings, keys and a furniture inventory. Keep a copy independently of the agent.

The urban Ley de Inquilinato gives tenants a two-year minimum duration with specified exceptions, including certain genuinely temporary stays. Article 29 requires leases above one SBU monthly to be written and registered by the landlord with a notary within 30 days. Using the 2026 SBU, that threshold is USD 482. Clarify how the actual agreement fits the law rather than assuming an advertised “one-year contract” settles your rights. Written permission is required for subletting or assignment. Rental law, articles 28–29 and 36 2026 SBU

Do not invent a national deposit cap or automatic 30-day refund entitlement from property advertisements. For an unresolved guarantee-return, unpaid-rent or contract dispute, the judiciary's mediation service lists these matters and the supporting documents to bring. Official rental-dispute mediation

Before departure, then after the relevant local registration

12Arrange coverage and establish how to obtain treatment

Maintain the insurance your visa requires while arranging longer-term care. Ask the insurer to state Ecuador coverage, dates, exclusions, deductible, direct-billing hospitals and the process for authorising planned treatment. A policy meeting an immigration document requirement may still leave gaps in the treatment your household needs.

Employees should verify their IESS affiliation through their employer. Eligible foreigners living in Ecuador can also examine voluntary affiliation: IESS requires an Ecuadorian identity card, adult age and no outstanding obligations, with specific pensioner evidence and contribution-basis rules. Voluntary-affiliation eligibility

  1. Choose the correct IESS voluntary-resident service rather than the service for Ecuadorians living abroad. Enter the appropriate contribution basis, retain the confirmation and establish payments.
  2. The published resident scheme charges 17.60% of the base and requires payments within 15 days after the relevant month. It also provides for covered children under 18 and a separate contribution for eligible spouse or partner coverage. Register family members rather than assuming they appear automatically. Resident voluntary scheme and family coverage
  3. Ask IESS to confirm the date each benefit becomes available for your actual contribution history. Keep interim coverage until eligibility is established.
  4. For routine care, use the IESS booking channels or 140. Begin with appropriate primary care; its health guidance explains that the clinician arranges referrals for other specialties. Official appointment channels Primary-care and referral process

Bring a concise treatment summary, allergies, vaccination history and medicines listed by active ingredient. Choose a local pharmacy and confirm repeat-prescription arrangements before your supply runs short. Save the location of a suitable emergency facility; for an emergency, the official IESS booking page directs users to 911. Booking an ordinary appointment is a different task.

On arrival for the phone; after the lease for home services

13Activate your phone, utilities and everyday transport

Claro's passport-activation page gives an in-person route: take your passport and purchased SIM to a customer centre, or buy the SIM there, and ask for activation with a passport. Use the operator's current packages for a quotation. The page also contains a promotion that expired in January 2026, so it should not be used as an October welcome offer. Its published account tools include Mi Claro and *123# balance enquiries. Claro passport activation

For home services, first determine whether you are taking over a functioning supply or requesting a new connection. In Quito, EEQ's new-meter procedure asks for location and property evidence, with owner identification and authorisation for a tenant. The application itself is described as free; that does not establish that every connection cost or deposit is zero. EEQ new-service procedure

In Cuenca, ETAPA's water instructions accept a foreigner's passport or cédula and require the applicable property documents. A tenant's new-service request includes a notarised lease and owner authorisation. Agree who provides those documents and who remains the named account holder before booking installation. ETAPA water procedures

Quito's 2026 transport instructions introduce Quito Nos Mueve, replacing the older Metro app. Use the official platform to manage Cuenta Ciudad, balance and QR access. Standard fares are USD 0.45 on the Metro and USD 0.35 on Trolebús/Ecovía. The operator describes a free Tarjeta Ciudad after account creation and presentation of a cédula, activated with a recharge from USD 1. New arrivals should ask the station about the ticket option their documents support. Current app, cards and fares

Use the operator's account-support page when linking a card or identity document, then test the complete home-to-work journey. Forty standard Metro trips would cost USD 18, calculated from the published fare; additional buses and other trips are separate. Cuenta Ciudad support

After the essential registrations and household setup

14Complete your first month and make the routine sustainable

Build a manageable week around recurring needs: grocery shopping, laundry, the school run, exercise and the route to healthcare. La Carolina's public space, Cuenca's riverside walks and a university's own events give you specific places to investigate. Choose activities that fit your actual neighbourhood and transport arrangements rather than expecting an expatriate group to organise daily life.

For students, use USFQ's own campus and programme contacts to find the relevant events or student support. For families, attend the receiving school's orientation and learn how it communicates transport changes and absences. Ask a language teacher to practise the conversations you will use at a bank, a utility counter and a medical appointment.

First-month taskEvidence to retain
Immigration and identityVisa, entry record, issued cédula and expiry reminders.
Work or activityRegistered contract, IESS record or applicable RUC obligations.
Home and paymentsLease, inventory, deposit receipt and first correctly allocated bills.
Health and schoolConfirmed coverage dates, care contacts and final enrolment instructions.
Travel and future residenceRecorded absences and the correct renewal or permanent-residence category.

Permanent residence is a later application, not an automatic conversion of a temporary visa. Cancillería's current directory includes the route based on more than 21 months' residence. Before planning long absences or changing employer, ask how those events affect your category and a future continuity assessment; the sources reviewed did not establish one current absence rule suitable for every route. Official permanent-residence categories

Reconcile the first complete month of actual spending with your initial worksheet. Replace hypothetical rent and insurance inputs with receipts and account statements. Once the administrative sequence works, the city decision becomes easier to assess: you can compare the daily journey, services and household budget you actually have.
