Moving & Living - Ethiopia - Complete Guide
Move to Ethiopia through 14 practical steps covering Addis Ababa neighbourhoods, work and study permission, Fayda, school costs, updated tax rules, registered rentals, healthcare and daily services.

In Addis Ababa, choosing between Bole, Old Airport and the eastern CMC area can shape your working week as much as choosing an apartment. Ethiopia also has its own sequence of employer approvals, residence documents, identity registration and banking. This guide takes you through that sequence, then into a registered home, school arrangements, healthcare and daily life.

Follow your moving journey
Start at step 1, or jump to the task you are working on.
01Choose an Addis Ababa base around your daily journeys
Start with the workplace, campus or school gate. Addis Ababa’s districts are more useful to a newcomer than a nationwide “best city” ranking: an attractive apartment across town may leave you crossing the capital twice a day. The official tourism service identifies places including Bole, Kazanchis, Piazza and the central museum district; use its Addis Ababa place guide to orient yourself, then investigate the streets you would actually use.
| Area to investigate | A practical reason to start there | Test before choosing |
|---|---|---|
| Bole | Airport access and a useful starting point for an airport-facing workplace. | Aircraft and road noise at the specific building. |
| Old Airport | International Community School families can investigate homes around their school journey. | School pickup arrangements and the actual route to work. |
| Kazanchis and central Addis | A central workplace or institutional assignment may make these locations convenient. | Road access, construction and a quiet room for calls. |
| CMC and the eastern city | An eastern workplace or services around CMC can justify an eastern base. | Cross-city travel and the last stretch from public transport. |
| Sidist Kilo and nearby university areas | Investigate when your confirmed university campus is nearby. | The actual department location: not every AAU programme uses one campus. |
Book temporary accommodation before committing to a residential tenancy. After arrival, try each shortlisted commute at your normal departure time and inspect water storage, internet reception and electricity backup. Ask for the precise sub-city, woreda and house number alongside the map pin.
For an assignment elsewhere in Ethiopia, decide from the employer’s real location and current regional conditions. At this review, FCDO advice includes all-travel restrictions for Tigray, Amhara and Gambela; a historical recommendation for Gondar or Bahir Dar is therefore insufficient for a move today. Your posting, route and insurer need to agree.

02Match your entry visa to the reason for moving
An entry visa, authority to perform a job and a resident identity document answer different questions. Start at the official Ethiopian eVisa information service, choose the category that describes your actual activity and identify who must support it. Business applicants generally need an approved organisation reference; a tourist application is not a workaround while an employer prepares the paperwork.
- Foreign-owned company employee: the WV foreign business firm employment category asks for the labour authority’s work-permit letter, employer invitation, business licence and tax registration, alongside your passport and photograph. Its currently displayed entry fees are USD 402 for a single-entry 30-day visa and USD 1002 for a multiple-entry 90-day visa. These are that category’s fees, not the complete cost of becoming resident.
- NGO appointment: ask the organisation to assemble its NGO work-permit file. Do not choose the foreign-company category simply because the employer is international.
- Study: obtain accredited admission and funding evidence before the separate student immigration application.
- Marriage to an Ethiopian citizen: assemble the temporary residence through marriage documents. A marriage abroad requires authentication; a certificate outside English or Amharic requires recognised translation.
Passport validity must meet the portal’s six-month requirement. Enter dates in the calendar the form asks for, and retain the application reference, payment receipt and approved document. Business permissions for an adult do not automatically settle a spouse or child: create a document checklist for every family member and obtain the corresponding permission.
Anyone with Ethiopian descent should investigate the Ethiopian Origin ID before paying for an unrelated route. Identity evidence and the prior nationality history matter; ancestry is something to document, rather than a label to add to a visitor application.
03Put the job, business or remote arrangement on a lawful footing
Ask the employer to name the authority handling your case, the sponsoring legal entity and the post shown on the application. A contract from a group’s overseas headquarters may not identify the Ethiopian entity that must submit the file. Agree who pays for authentication, permits, renewals, family applications and return travel before you sign.
- Collect the qualification and experience evidence required for the post. The EIC expatriate work-permit directive calls for authenticated professional documents in the relevant cases; regulated professions require their professional authorisation too.
- Give the sponsoring employer your passport details and the employment evidence for the actual new or renewal work-permit form. Resolve differences between names on degrees, passport and contract while still able to obtain corrections.
- Obtain the approval required for the entry category, then submit the visa application. Preserve the permit’s employer, role and expiry details: a different appointment needs the applicable change procedure.
- For an NGO job, use the organisation’s checklist, including the contract, qualifications and police-clearance evidence. Its process is not interchangeable with an investment-company form.
For a business, take your proposed activity, ownership and source of capital to the Ethiopian Investment Commission. Establish whether the activity is open to your ownership structure, what licence is needed and which agency handles work permission. The business studies visa can support its stated research purpose; it does not establish that the holder may start ordinary paid operations.
For remote employment, resolve immigration and tax treatment before relocating with a laptop. The sources reviewed do not establish an unrestricted digital-nomad settlement route. A foreign salary or customer does not itself authorise the work performed in Ethiopia. Record the proposed activity and obtain a category decision from ICS rather than assuming tourist permission covers it.
04Build a move budget in birr and foreign currency
Keep ETB expenditure separate from USD commitments. Converting everything at one remembered exchange rate hides the effect of transfer charges and a changed bank quote. Include first-year capital charges and document expenses in the move budget; keep ordinary monthly spending on another sheet.
| Expense | Verified amount or way to obtain it | Scope |
|---|---|---|
| WV employee entry visa | USD 402 single-entry 30 days; USD 1002 multiple-entry 90 days. | Published foreign-company employment category, checked 13 October 2026. |
| New ICS Addis primary pupil | USD 30,080 annual tuition + USD 10,000 new-student capital fee + USD 300 application = USD 40,380. | 2026/27 policy; a calculated first-year example, before extras and subject to admission. |
| Mobile data | ETB 550 for the published monthly 10 GB package. | Ethio telecom package page, checked 13 October 2026; confirm the checkout total and validity. |
| Residential rent | Obtain dated offers for the same neighbourhood, furnishing and services. | No reliable national average is used here. |
| Electricity, water and transport | Use the property’s bills, meter category and your actual journeys. | Consumption, service and current fare determine the total. |
| Documents, freight and insurance | Request itemised quotes and an employer reimbursement decision. | Initial expenses specific to your household and route. |
The 2025 income-tax amendment changed monthly employment bands for income derived from 8 July 2025: ETB 0–2,000 is exempt, followed by 15%,20%,25%,30% and 35% bands at ETB 4,000,7,000,10,000 and 14,000. A tax chart still beginning with an ETB 600 exemption is obsolete. Ask payroll to show the calculation for your salary and taxable benefits, then have an adviser address foreign income, residence status and obligations in your previous country.
For your own budget, enter rent as R and list food, transport, utilities, school, insurance and savings separately. Two months of advance rent at a hypothetical R=ETB 30,000 would be ETB 60,000; this calculation is an illustration, not a market quotation or a claim about every security deposit.

05Apply to the school or university before fixing the home
For a school-age child, investigate the school’s age placement, language, learning support and calendar before choosing a lease. International Community School of Addis Ababa is in Old Airport and uses its linked OpenApply service. Upload the requested records, disclose support needs early and ask which assessments apply. An application and payment do not reserve a place.
ICS distinguishes overseas applicants from children already living and schooling locally. Overseas applications for early years 5 through grade 8 can be considered throughout the school year; high-school applicants should contact admissions. Its published local process uses an August start and 15 May deadline. Ask admissions which category applies before moving midway through a school year. The 2026/27 fee policy separates tuition, new-student capital charges and other costs; obtain the bill for your child’s exact grade rather than assuming the primary example applies to early years.
For higher education, follow the current Addis Ababa University announcement and admissions portal, not an older FAQ’s dates. The 2026/27 regular undergraduate application window of 25 August–4 September and September test dates had passed by this review. Ask the relevant programme about its next intake or another advertised route instead of treating the closed round as available.
- Identify the programme and campus, entry qualification and funding category.
- For an overseas school qualification, arrange the assessment or equivalence required by the announcement.
- Submit the current intake’s documents and any required university test registration.
- Once admitted, assemble the ICS student file: acceptance from an accredited institution, tuition-payment or scholarship evidence, proof of means, passport, form and photographs.
Keep the institution’s payment receipt and the admission letter together. University acceptance is not the entry visa, and accommodation needs its own confirmation.

06Confirm a residence basis before planning retirement
A pension, savings account or property budget is not, by itself, an Ethiopian retirement visa. The reviewed official services do not establish an ordinary pension-based route open to every foreign retiree. The eVisa residence category refers to prior investor visa or resident-document evidence; its title should not be read as an unrestricted first-time application.
- If you have Ethiopian descent, collect the evidence for the Origin ID route. Compare the issuing authority’s document list with your existing records.
- If your spouse is Ethiopian, investigate temporary residence through marriage. Its financial evidence includes a bank statement of at least ETB 500,000 with a bank letter or the specified property or vehicle documents, alongside proof of means. The bank amount is not an application fee.
- If the spouse holds an Ethiopian Origin ID, examine the separate Origin ID by marriage conditions, including its marriage-duration and attendance requirements.
- For another proposed basis, obtain an eligibility decision from ICS before committing to a permanent move. A five-year renewable permanent residence ID page describes a document; it does not show that every retired applicant qualifies.
Arrange pension-payment instructions with the paying institution and discuss the receiving account and conversion method with an Ethiopian bank. Compare insurance that covers residence, continuing medication and evacuation with an ordinary holiday policy. Budget for return visits and treatment abroad where necessary.
For a property purchase, obtain advice on the new foreign residential ownership directive and your immigration position first. Do not rely on an old blanket prohibition, or on a seller’s suggestion that buying automatically creates a residence right.
07Prepare the document file, shipment and any pets
Create a household file with passport identity pages, visa approvals, sponsor letters, permits, qualifications, civil-status documents, school records and medical information. Keep originals accessible and encrypted copies available independently of your phone. Use the name spelling on the passport across applications; list earlier spellings where a form requires them.
- Ask the receiving institution which documents need authentication and translation. For a foreign marriage used in the citizen-spouse residence route, ICS specifically requires authentication and recognised translation when necessary.
- Confirm the calendar and date format on every form. The TIN application provides Ethiopian/Gregorian date choices; copying a year between calendars without conversion can create an incorrect record.
- Prepare a shipment inventory showing the item, quantity and ownership. Give the clearing agent your actual residence or employment status and obtain a written customs classification and landed-cost quotation. Do not assume a work visa makes all belongings or a car duty-free.
- Obtain approval before packing specialist equipment. UK entry and customs guidance identifies restrictions on items including drones, satellite phones and binoculars; this is guidance for British travellers, with the Ethiopian authorities controlling the permission.
For a dog or cat departing the United States, use the current USDA Ethiopia certificate, revised July 2026. It records microchip verification, health and rabies-vaccination details and needs the appropriate veterinary completion and endorsement. Its stated validity is 30 days after issuance. Work backwards from the flight to the veterinary appointment rather than collecting it months early.
For another departure country or species, obtain that country’s export instructions and Ethiopia’s receiving requirements before booking. Confirm airline acceptance, crate dimensions and transit requirements separately: an animal health certificate is not an airline reservation.
08Turn arrival into a working first few days
Carry the visa approval and sponsor contact details with your passport, together with the temporary accommodation address. Present the documents matching the actual purpose of entry. Before leaving the immigration area, make sure the entry record is consistent with your journey; retain the stamp and approval for the residence application.
- Use the transfer arranged with your accommodation or employer and send the arrival confirmation to the person expecting you.
- Make a secure copy of the passport’s entry page. ICS resident-document lists request the visa and arrival stamp, including the most recent extension where relevant.
- Exchange an initial amount through a licensed bank or authorised bureau and keep the receipt. The National Bank’s foreign-exchange guidance explains that its indicative rate is a reference, not a guaranteed customer transaction price.
- Take your passport to a proper mobile service outlet, complete registration and test a call and data connection before leaving.
- Meet the sponsor to schedule residence documentation, tax registration and the identity steps. Put the entry permission’s expiry in your calendar immediately.
Foreign-cash declarations depend on resident status and entry mode. Use the actual rules for your journey and retain declarations needed for later departure; British-passport entry guidance describes those distinctions. Avoid copying one threshold onto every household member’s situation.
In your temporary home, confirm the exact address, nearby landmark and a backup contact number. Share directions with the workplace and any arriving family member. Agree where important documents will be kept, and reserve the first week’s time for appointments rather than a full work-and-school schedule.
09Complete residence, TIN and Fayda in the right order
The ICS temporary ID checklist varies by category. An employee needs the relevant employer and labour-authority evidence; a student needs the education-related support; a shareholder has an investment-related file. Use your actual category, passport, approved visa and entry stamp. Ask the sponsor to reconcile the case with ICS before presenting a generic bundle of unrelated letters.
- Complete the resident-document process using the applicable sponsor letter and valid legal documents. Keep the submission acknowledgement, then inspect the issued name, number, validity and category.
- Ask payroll or the responsible tax office to arrange your individual taxpayer identification number. The actual form records the employer or activity, work-permit details and address hierarchy. Record the sub-city, woreda, kebele and house number consistently.
- Prepare for Fayda registration. For an ordinary foreign resident, the published list requires a valid residence or work permit plus a valid passport; your presence is required for biometric registration.
- Use the distinct list if you hold an Origin ID, diplomatic ID or an investment-category document. Do not substitute a visitor visa for a foreign resident’s required proof.
- Store the Fayda identity number securely and update the bank or employer through their official process once available.
Fayda identifies the resident; it neither grants a job permission nor extends a visa. A TIN identifies the taxpayer and is also different from both. Keep a small register showing which authority issued each record, its reference, any expiry and the renewal responsibility.
If your permanent address is not yet fixed, give the address where you actually live and ask the registering authority which evidence it accepts and how to update it later. A fictional lease address creates problems when records are matched.
10Open the account that matches your status and payments
Choose a branch you can return to for document questions. The Commercial Bank of Ethiopia branch network is one practical starting point; compare a second licensed bank on account eligibility, card use, app access, charges and the handling of incoming funds. Ask specifically about a foreign resident’s account, rather than selecting a diaspora product intended for a different status.
- Show the bank your passport, immigration or work evidence, Fayda record when available and employer or income information. Obtain the branch’s current checklist before making a second visit; the precise account and customer category determine the file.
- Separate ordinary birr spending from any eligible foreign-currency account. Ask the bank to state who may fund it, the permitted uses, opening balance and conversion method.
- Register the phone and digital banking channels in your own name. Confirm the process for a replaced phone or lost SIM.
- Test a small incoming transfer and a local payment before relying on the account for rent or a large school bill. Record all fees and the actual exchange rate.
- Give payroll verified account details and ask when the first salary will arrive.
Use current rules when discussing foreign currency. The February2026 NBE amendment allows banks to set minimum opening balances for the relevant foreign-currency accounts and permits international cards using eligible holders’ own foreign-currency balances. It also changes service-export retention treatment. The later May2026 amendment concerns further corporate trade approvals; these updates make older bank explanations a poor substitute for the applicable rule.
Keep receipts for currency conversion and important payments. Never give someone your banking PIN to “activate” an account. For rent, obtain the owner’s agreed payment details and retain the traceable payment record required by the residential tenancy framework.
11Inspect the property and register the residential lease
Inspect the actual unit before paying. Run taps, test sockets and mobile reception, check the water tank and backup power, and ask who pays for fuel or maintenance. Photograph meter readings and existing damage with the owner. Obtain the owner’s identity and property evidence; if an agent signs, establish their authority.
For a tenancy covered by Rent Control Proclamation1320/2024, the written agreement must be authenticated and registered within 30 days of signature. The framework specifies a minimum two-year term, limits advance rent to two months and requires bank or lawful electronic payment. Licensed hotels, guesthouses and similar business accommodation are excluded from that residential framework; do not treat a serviced stay and an ordinary lease as identical contracts.
- For Addis Ababa, contact the housing office at the woreda where the property is located. Use the city directive’s model agreement and the office’s execution and registration procedure.
- Take the identity evidence, property title or other accepted ownership proof and any agent’s power of attorney. Arrange attendance and signatures as the office instructs.
- Specify rent, payment date, duration, the premises and the owner’s payment account. List furniture and any promises about internet, security or backup equipment.
- Allocate electricity, water, telephone, cleaning and other costs in writing. Distinguish advance rent from any separate security arrangement; ask the office about a proposed charge you do not understand.
- Retain the authenticated registered agreement, receipts and handover inventory. Calendar the registration deadline rather than leaving it to an agent’s verbal assurance.
Before signing, discuss what happens if your employer transfers you or the assignment ends. A minimum contractual term is important to a household whose posting may be shorter; have the applicable termination provisions explained in the agreement. Ask for a translation or independent explanation if the document is in a language you cannot read.
A cheap advertised figure does not identify the total housing expense. Add recurring service costs and the actual commute when comparing homes, and keep an accessible copy of the lease for address-related applications.
12Arrange healthcare and insurance for a resident household
Choose cover for living in Ethiopia, the work you will do and any travel beyond Addis Ababa. The current health guidance describes limited facilities outside the capital and constrained ambulance services. Ask the insurer to explain medical evacuation, pre-existing conditions, chronic medication, maternity where relevant and whether the regions you will visit are covered.
- Before departure, take a clinician’s advice on vaccinations and your itinerary. Bring prescriptions showing generic names, dosage and the medical reason, with enough continuity while arranging local follow-up.
- Ask the insurer which Addis providers it works with and whether payment is direct or you must pay first. Save the authorisation number and claims instructions offline.
- Identify a provider near the home and another suitable for an emergency. ICMC General Hospital publishes 24-hour emergency services near CMC in Lemi Kura and its own contact 9207; this is a hospital contact, not a nationwide ambulance number.
- Arrange a first appointment for continuing treatment and establish where your medicine can be obtained. Take records and explain prior monitoring, allergies and treatment changes.
- Put a household emergency note on the phone and in the home: address, landmark, insurer, clinician and the practical route to care.
Do not assume a foreign resident receives comprehensive free treatment or that a holiday policy remains valid after settling. Obtain the employer’s coverage document and see whether dependants, dental treatment and treatment outside Ethiopia are included.
Addis Ababa’s altitude can affect newcomers, while lower-altitude travel changes the health picture. Allow a manageable first few days and discuss route-specific precautions with a clinician. If you have a complex condition, establish the specialist and evacuation arrangements before treating an apartment lease as the final moving decision.
13Connect the home and practise the daily journey
For an Ethio telecom prepaid connection, the published identity list includes a passport; its process also lists the customer application and photographs. Complete registration at an official outlet and make sure the number belongs to you. Use the provider’s getting-started instructions for balance and recharge, and select a package appropriate to your calls and data.
- Test mobile data in the rooms where you will work. The published monthly10GB package is ETB 550 at this review; do not treat a starter promotion or bonus as the permanent allowance.
- For home internet, get the installation address assessed and obtain the actual charge, equipment ownership and cancellation terms before depending on it for remote meetings.
- Record electricity meter details at handover. Ask the owner or utility to identify the billing category and current phase of the EEU tariff schedule; older English tariffs ending in 2021 are not a current quotation.
- Identify the water account and settle the allocation of bills with the owner. The Addis Ababa Water and Sewerage Authority is the city service for billing questions. Find out how the building refills its tank when supply is interrupted.
- Practise the commute by the transport you will actually use, including the walk between home, stop and destination. Save an alternative for a service interruption or late finish.
The Addis Ababa light-rail operator provides the network starting point; obtain the current fare and operating information for the relevant station. An operator September2026 investment announcement describes planned improvements, not proof that every proposed train or electronic ticket service is already running.
If you plan to drive, resolve the licence and vehicle position with the employer or responsible authority before buying or shipping a car. Keep transport costs on the household budget using actual journeys and receipts, rather than assuming an old fare table remains current.

14Complete the first month and build a repeatable routine
Use the first month to turn a collection of appointments into a routine. Locate the everyday shops, pharmacy and services near home, and learn the directions people actually use to reach the building. Keep the full administrative address for documents, even when a landmark works better for a delivery.
- First week: meet the sponsor, copy the entry record, start resident documentation, register the phone and test the workplace or school journey.
- Second week: progress TIN and Fayda, finalise the bank file and compare inspected properties using total costs rather than advertised rent alone.
- Once the tenancy is agreed: complete the authentication and registration procedure on time, store the agreement and record meters and payment instructions.
- By the end of the month: confirm salary receipt, the next school payment, healthcare arrangements, internet reliability and responsibility for every recurring household bill.
- Before each expiry: ask the sponsor who prepares the renewal and which updated letters are needed. Keep the visa, work permission, resident document and insurance dates separately.
For community, start with places you already attend: colleagues, the school’s parent community, university activities and nearby public spaces. A walk, coffee stop or regular class gives you a more useful introduction to the city than collecting memberships you cannot reach. Ask newcomers and longer-term residents about practical services, then verify any advice about official documents with the responsible authority.
Compare the first month’s receipts with your original budget. Adjust food, transport, data and backup-power costs, keeping initial purchases separate from the normal month. Review whether the chosen neighbourhood is working before adding major commitments. Finally, make sure another adult in the household can find the permit records, lease, bank support details and medical contacts: the daily administration should still work when the main organiser is unavailable.
