History and national context

Each of the four states that compose the Federated States of Micronesia (FSM) -- Chuuk, Kosrae, Pohnpei, and Yap -- has its own unique history and cultural traditions. The first humans arrived in what is now the FSM in the second millennium B.C. In the 800s A.D., construction of the artificial islets at the Nan Madol complex in Pohnpei began, with the main architecture being built around 1200. At its height, Nan Madol united the approximately 25,000 people of Pohnpei under the Saudeleur Dynasty. By 1250, Kosrae was united in a kingdom centered in Leluh. Yap’s society became strictly hierarchical, with chiefs receiving tributes from islands up to 1,100 km (700 mi) away. Widespread human settlement in Chuuk began in the 1300s, and the different islands in the Chuuk Lagoon were frequently at war with one another.

Portuguese and Spanish explorers visited a few of the islands in the 1500s, and Spain began exerting nominal, but not day-to-day, control over some of the islands -- which they named the Caroline Islands -- in the 1600s. In 1899, Spain sold all of the FSM to Germany. Japan seized the islands in 1914 and was granted a League of Nations mandate to administer them in 1920. The Japanese navy built bases across most of the islands and headquartered their Pacific naval operations in Chuuk. The US bombed Chuuk in 1944 but largely bypassed the other islands in its leapfrog campaign across the Pacific. 

In 1947, the FSM came under US administration as part of the Trust Territory of the Pacific Islands, which comprised six districts: Chuuk, the Marshall Islands, the Northern Mariana Islands, Palau, Pohnpei, and Yap; Kosrae was separated from Pohnpei into a separate district in 1977. In 1979, Chuuk, Kosrae, Pohnpei, and Yap ratified the FSM Constitution and declared independence while the other three districts opted to pursue separate political status. There are significant inter-island rivalries stemming from their different histories and cultures. Chuuk, the most populous but poorest state, has pushed for secession, but an independence referendum has been repeatedly postponed.

Entry requirements

This information is for people travelling on a full ‘British citizen’ passport from the UK. It is based on the UK government’s understanding of the Federated States of Micronesia’s current rules for the most common types of travel.

The authorities in the Federated States of Micronesia set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Federated States of Micronesia Immigration Office. Passport validity requirements

To enter the Federated States of Micronesia, your passport must have an ‘expiry date’ at least 120 days after the date you arrive.

You will need to clear immigration even for a domestic flight, so you will always need your passport when you fly in the FSM.

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Dual nationals

Visa requirements

A visa is not required for visits of 30 days or less. If you do not hold a valid entry permit you must complete “Customs, Immigration & Quarantine Form (CIQ Form)” on arrival. The terms “expatriate”, “immigrant” and “resident” describe circumstances, but they do not identify an immigration category by themselves. A job offer without the required permission should not be treated as a lawful start date.

International students should verify the institution, course eligibility and the immigration requirements directly with the competent offices. Admission, tuition payment and a student visa are separate milestones. Establish whether part-time work is allowed, whether dependants can accompany the student and what options exist after the course. Do not infer work rights or a settlement route from a school’s marketing claims. Keep a budget for study, accommodation, insurance and the return journey.

For family migration, establish which relationships are recognised and what evidence is accepted. Marriage, partnership, parenthood or dependency may involve different procedures, and a family member’s nationality does not automatically settle the applicant’s rights. Check income, accommodation or sponsorship requirements where applicable. Document custody and consent for children travelling with one parent. If names differ across civil records, obtain appropriate explanations and accepted supporting documents.

Long-term residence and citizenship should be researched as distinct stages. Temporary permits can expire, require renewal or impose limits on absence. Permanent status may have separate qualifying conditions, and naturalisation may involve language, residence, conduct or other legal tests. No number of years or automatic entitlement is promised here for Micronesia, Federated States of. Before relying on a future route, ask the responsible authority or a qualified local adviser to identify the current provision and its conditions.

Carry prescriptions and establish the rules for importing controlled medicines. A familiar medicine brand may not be available in Micronesia, Federated States of; plan continuity of treatment through a legitimate provider.
